Senior Executive (Youth Development) - Senior Programme

Summary

Designs and runs community programmes for seniors, recruits and trains volunteers, and coordinates multi-stakeholder initiatives to boost social engagement and well-being.

The Senior Executive plays a critical role in driving Heartware Network’s efforts to support seniors through structured community engagement, volunteer mobilisation, and programme delivery. The role oversees the full spectrum of the volunteer management lifecycle while designing and implementing initiatives that enhance seniors’ well‑being, social connectedness, and access to support.

The incumbent must demonstrate strong organisational capability, operational discipline, and the ability to coordinate multi‑stakeholder programmes involving volunteers, community partners, and senior beneficiaries. This role requires maturity, empathy, and leadership in managing both people and operations.

Key Roles and Responsibilities

Programme Design & Delivery

  • Design and implement senior‑focused programmes that promote social engagement, resilience, and community support.

  • Coordinate and review programme activities with strategic partners, ensuring alignment with seniors’ needs and desired outcomes.

  • Monitor programme effectiveness and recommend improvements.

Volunteer Recruitment & Deployment

  • Recruit and onboard volunteers for senior‑related initiatives, ensuring appropriate placement based on strengths, interests, and readiness.

  • Manage deployment schedules, volunteer roles, and on‑site operations across multiple programme locations.

Training & Facilitation

  • Plan and conduct training to equip volunteers with essential knowledge, communication skills, and sensitivity when working with seniors.

  • Facilitate briefings, refreshers, and capability‑building workshops.

Operations & Logistics Coordination

  • Lead the planning and execution of senior‑focused programmes that require structured workflows, safety considerations, and coordination across internal teams and external agencies.

  • Ensure smooth operations, timely reporting, and adherence to SOPs.

Stakeholder & Partner Management

  • Support outreach efforts and strengthen collaborative relationships to expand programme reach.

Volunteer Engagement & Retention

  • Develop initiatives to engage, appreciate, and retain volunteers, including recognition activities and structured feedback mechanisms.

  • Monitor volunteer performance and provide guidance for improvement.

Data, Reporting & Administration

  • Maintain accurate volunteer and programme records.

  • Prepare timely reports to track outcomes, participation, and impact.

  • Manage programme budgets, SOPs, and operational processes to ensure compliance and efficiency.

Other Duties

  • Undertake additional responsibilities as assigned by the Reporting Officer or Executive Director to support departmental and organisational objectives.

Job Requirements

Knowledge

  • Familiarity and understanding of senior engagement, volunteer management, youth engagement, and programme planning.

  • Familiarity with multi‑stakeholder coordination and public‑facing programme operations.

  • Proficient in Microsoft Office; comfortable with virtual engagement tools (Zoom, Google Meet).

  • Basic Canva skills are an advantage.

Qualifications / Requirements

  • Bachelor’s degree in Social Work, Sociology, Psychology, Community Development, or related fields.

  • Experience in youth engagement, volunteer management, or programme operations preferred.

  • Strong project coordination, communication, and stakeholder management skills.

  • Comfortable working in dynamic environments with volunteers and senior beneficiaries.

  • Able to work weekday evenings and Saturdays based on programme needs.
