Job Description:
The Senior Quality Assurance Analyst, is responsible for independently performing complex financial crime risk reviews, quality assurance activities, effective challenge, second-level review, trend analysis, and stakeholder advisory support across TD Securities Monitoring and Investigations AML/ATF processes.
The role applies advanced AML/ATF, sanctions evasion, regulatory reporting, investigation quality, and securities/capital markets knowledge to assess the quality and effectiveness of investigation outcomes, escalation decisions, control execution, documentation quality, remediation activity, and regulatory risk management, including activity involving cross-jurisdictional customers and regional considerations across Canada, Europe, and Asia Pacific.
The Senior Analyst acts as a subject matter resource for complex TD Securities Monitoring and Investigations workstreams and is responsible for supporting core QA operational activities, including monthly QA sampling, QA scorecard adjustment request review, second-level review activities, delivery of initial and final QA results, monthly QA summary reporting, quality trend analysis, QA breach identification, remediation tracking, and escalation of quality concerns in line with the QA procedure and escalation protocol.
The role supports governance and reporting activities, contributes to remediation and process improvement, assists in QA training and monitoring activities, and provides guidance to analysts and stakeholders to promote consistent, defensible, and risk-based outcomes. The Senior Analyst also supports the Manager and Senior Manager in preparing responses to requests for information from testing teams, Audit, regulators, or other oversight partners.
Key Accountabilities
Customer / Business Partner
- Independently perform complex QA, financial crime risk, and/or second-level review activities over TD Securities AML monitoring and investigations files.
- Provide effective challenge over investigation conclusions, risk assessments, escalation decisions, STR/UTR considerations, and documentation quality to ensure outcomes are evidence-based, consistent, and defensible.
- Assess complex TD Securities monitoring processes, including correspondent banking wire monitoring, alerts, downstreaming risks, cash letters, vostro drafts, Canadian prime brokerage, low-priced securities, third-party payments, high-risk customer activity, adverse media, and sanctions-related concerns.
- Evaluate whether investigations and monitoring activities appropriately consider red flags, ML/TF typologies, sanctions evasion risks, customer/product risk, transaction behaviour, and regulatory reporting obligations.
- Provide subject matter expertise and guidance to QA Analysts, FCRM stakeholders, and business partners on QA expectations, review standards, documentation practices, risk interpretations, and escalation requirements.
- Support complex issue resolution, remediation activities, quality action plans, and recurring control gap analysis.
- Support the Manager and Senior Manager in preparing responses to requests for information from testing teams, Audit, regulators, or other oversight partners.
- Contribute to governance-level reporting, quality insights, thematic analysis, and management updates related to TD Securities financial crime risk and QA effectiveness.
- Participate in projects, methodology enhancements, procedure updates, calibration sessions, and process improvement initiatives impacting TD Securities QA or financial crime risk oversight.
Shareholder / Risk Management
- Lead or support advanced analysis of QA results, quality trends, procedural adherence, recurring risk themes, control gaps, and remediation effectiveness.
- Apply strong professional judgment to assess materiality, regulatory impact, and quality implications of TD Securities investigation outcomes.
- Identify systemic issues, emerging risks, training needs, or process weaknesses and escalate to QA/FCRM leadership with clear rationale and recommended actions.
- Support audit, regulatory, governance, and internal reporting by preparing concise, accurate, and risk-focused analyses, summaries, briefing notes, and related materials.
- Contribute to updates of QA scorecards, testing guides, job aids, desk guides, templates, and procedures to ensure continued alignment with TD Securities processes and regulatory expectations.
- Maintain a strong risk and control mindset, ensuring confidentiality, effective documentation, and adherence to applicable internal and external requirements.
Employee / Team
- Serve as a senior subject matter resource to QA Analysts and business partners on TD Securities financial crime risk and QA expectations.
- Provide constructive feedback, coaching, and knowledge sharing to strengthen analyst judgment, risk assessment, documentation, and consistency of QA execution.
- Support team calibration, training forums, huddles, and cross-functional discussions to promote consistent understanding of TDS QA requirements.
- Build effective working relationships across QA Operations, Professional Practices, TDS Monitoring & Investigations, FCRM Business Oversight, Compliance, Legal, Risk, and other stakeholders as required.
- Promote an inclusive, collaborative, accountable, and high-quality team culture.
Breadth & Depth
- Works independently as a senior analyst and subject matter expert for complex TD Securities financial crime risk and QA matters.
- Performs advanced review, analysis, reporting, and effective challenge related to investigation quality, control health, and regulatory risk.
- Executes complex and non-standard requests, including escalations, thematic reviews, remediation support, methodology updates, and governance reporting.
- May lead workstreams, projects, calibration activities, process updates, or targeted reviews within own area of expertise.
- Provides guidance and coaching to QA Analysts and supports consistent application of QA standards across TD Securities workstreams.
- Generally reports to a Manager or Senior Manager within Financial Crime Risk Management.
Experience & Education
- Undergraduate degree or equivalent experience required/preferred.
- 5+ years of experience in Financial Crime, AML/ATF, investigations, TD Securities/capital markets, correspondent banking, wholesale banking, QA/QC, audit, second-line testing, risk management, or compliance oversight.
- Experience conducting or reviewing complex AML investigations, EDD/HRC reviews, STR/UTR assessments, RGS analysis, adverse media reviews, sanctions-related escalations, or regulatory reporting decisions is preferred.
- Experience in TD Securities, capital markets, correspondent banking, prime brokerage, securities activity, or wholesale banking environments is a strong asset.
- ACAMS, ACFCS, CAMS, CFCS, or equivalent financial crime certification is considered an asset.

- This role supports AML Monitoring, Investigations, and Quality Assurance activities within the TD Securities business, including Capital Markets, Correspondent Banking, Institutional Trading, Prime Brokerage, and Wholesale Banking products and services
- Advanced knowledge of AML/ATF, sanctions evasion, suspicious transaction monitoring, STR/UTR decisioning, RGS thresholds, and regulatory expectations.
- Strong understanding of TD Securities products and related financial crime risks, including correspondent banking, intermediary wires, cash letters, vostro drafts, prime brokerage, low-priced securities, third-party payments, high-risk customer transactions, and capital markets activity.
- Strong analytical, investigative, and critical-thinking skills with ability to assess complex fact patterns and identify material risk themes.
- Ability to provide effective challenge, articulate defensible conclusions, and influence outcomes without direct authority.
- Strong written communication skills, including ability to prepare governance-ready summaries, QA findings, thematic analyses, and senior-level reporting.
- Strong coaching, stakeholder management, and relationship-building skills.
- Ability to interpret and apply procedures, standards, policies, and regulatory requirements consistently.
- Strong organizational skills with ability to manage multiple complex priorities and deadlines.
- Proficiency with Microsoft Office, Excel, data analysis, reporting tools, investigation systems, and relevant monitoring/case management applications.
