Senior Financial Policy Analyst

The Financial Assistance Policy and Oversight Division (FAPOD) is seeking an experienced Senior Financial Assistance Policy Advisor to support the review, modernization, and implementation of the Department of Commerce's financial assistance policies and guidance. This role requires deep subject-matter expertise in federal financial assistance regulations and hands-on experience as a grants officer to ensure recommended policy updates are both legally sound and operationally practical.

Responsibilities:

  • Review existing DOC financial assistance policy and guidance documents, including:
    • DOC Federal Financial Assistance Manual
    • Financial Assistance Memorandums
    • DOC General Terms and Conditions
    • DOC Grants Management Review Process
  • Develop actionable recommendations for modernizing and streamlining these documents.
  • Draft updates to policy and guidance documents based on FAPOD direction and priorities.
  • Support implementation of updated policies, including developing presentation materials and other stakeholder communication tools to inform the financial assistance community of changes.
  • Design and propose a framework for the annual review and maintenance of DOC's financial assistance policy documents going forward.
  • Ensure all deliverables and recommendations comply with applicable authorities, including:
    • Code of Federal Regulations (CFR)
    • President's Management Agenda
    • Executive Orders
    • OMB Circulars
    • Department Organization Orders (DOOs)
    • Department Administrative Orders (DAOs)
  • Deliverables
    • Draft updates to existing financial assistance policy and guidance documents.
    • Draft implementation support materials (e.g., presentations, briefing documents) for policy and guidance updates.
    • Draft framework for annual review of DOC's financial assistance policy documents.

Qualifications:

  • Direct experience serving in a Grants Officer or equivalent role, with demonstrated ability to operationalize policy in real award and post-award environments.
  • Strong working knowledge of federal grants management regulations (2 CFR 200, agency-specific supplements) and the broader federal financial assistance regulatory landscape.
  • Demonstrated experience translating complex regulatory and policy requirements into clear, implementable guidance.
  • Excellent written communication skills, with experience drafting formal policy documents, manuals, and memoranda.
  • Experience developing stakeholder-facing materials (e.g., training decks, briefing documents) to support policy rollout.
  • Familiarity with federal oversight and management frameworks (President's Management Agenda, OMB Circulars, Executive Orders) as they relate to financial assistance.

Preferred Qualifications:

  • Prior experience working with or within the Department of Commerce or another federal awarding agency's financial assistance/grants program office.
  • Experience designing recurring or cyclical policy review processes (e.g., annual review frameworks) within a federal agency.
  • Familiarity with DOC-specific administrative structures, including Department Organization Orders and Department Administrative Orders.

Education and Experience:

  • Bachelor's Degree
  • 10+ years of progressive experience developing, applying, and/or administering federal financial assistance policy.
