Senior Financial Program Analyst

SAIC is seeking a Senior Financial Program Analyst located at Ft Shafter in Hawaii to support the USARPAC G37 Exercises branch for the USPACOM contract to serve as the authoritative financial voice and strategic advisor for the Army Exercise Program to manage a fluctuating annual budget of $400M to $700M (representing roughly one-third of USARPAC’s discretionary funding) across 50+ major military exercises, this high-visibility role acts as the sole financial point of contact for internal leadership, major subordinate commands, and joint-service stakeholders across the Pacific Theater.

JOB DESCRIPTION:

  • Strategic Joint & Army Synchronization: Act as the central funding coordinator to align, program, and secure resource allocations across:
    • Joint Staff J7 & PACOM J7: Lead Program Objective Memorandum (POM) development and Spend Plan synchronization.
    • HQDA (G3/5/7 & G8): Defend exercise requirements at HQDA Zero-Baseline Reviews and serve as the USARPAC G37 representative on the HQDA G8 TREX Panel.
    • NGB, OCAR, & USAR: Standardize and validate National Guard Personnel, Army (NGPA) and Reserve Personnel, Army (RPA) Pay and Allowances.
  • Portfolio & Spend Plan Management: Author, refine, and execute complex Spend Plans and Funding Distribution Plans in coordination with USARPAC G8.
  • Operational Execution: Direct the daily tracking of Army and Joint funds execution, actively managing DTS Lines of Accounting (LOAs), Operational Contract Support (OCS) with the 8th Theater Sustainment Command (8TSC), and mobility/transportation funding with USARPAC G44.
  • Decision Support & Governance: Provide rapid, high-impact ad-hoc financial analysis and briefs to USARPAC G3 and G37 leaders. Lead inputs for the Requirement Validation Board (RVB) and the Army Strategy Resourcing Conference (ASRC).

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors in Operational Studies, Business, or Finance and six (6)+ years of related experience.
  • ASCC or Joint Command Experience: Proven experience operating at the Theater Army level (e.g., USARPAC, USAREUR, USARCENT) as an Exercise Budget Officer, or equivalent Joint Command (COCOM) experience.
  • Leadership Roles: Prior successful tours in senior financial leadership roles, such as Division Deputy G8, Brigade Controller, Regimental Budget Officer, Chief of Internal Controls, or Chief of Finance Operations.
  • Proven Track Record: Demonstrated ability to successfully scale and validate massive exercise portfolios (e.g., validating requirements up to $600M) and managing reserve component (NGB/USAR) funds.

REQUIRED CERTIFICATIONS:

  • Certified Defense Financial Manager (CDFM) credential (required).
  • DoD Financial Management Certification Program (DoDFMCP) – Level 2 or 3.
  • Certified training in PPBE (Planning, Programming, Budgeting, and Execution), EDFMT (Enhanced Defense Financial Management), OCS (Operational Contract Support), OR COR (Contracting Officer Representative).
