| Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance. |
Key Responsibilities\:
The appointee is a core member of the Procurement & Materials Management Division and will play a pivotal strategic role in steering procurement governance, operational excellence, and risk management across the Cluster. Reporting to the Cluster General Manager (Administrative Services), New Territories East Cluster (NTEC) and Cluster Coordinator (Procurement & Materials Management), NTEC, the incumbent may serve as a Senior Manager i/c (Procurement & Materials Management) for NTEC. The appointee will be responsible for the following functions and duties\: | |
| 1. | To assist in formulating, reviewing and refining the overall procurement strategy for NTEC to ensure alignment with cluster objectives, operational needs and service delivery priorities, incorporating demand aggregation, cost optimization and economies of scale. |
| 2. | To lead and supervise procurement teams, taking full accountability for the planning, execution and outcomes of procurement services in an open, fair transparent, efficient and cost-effective manner, with due regard to quality assurance, timeliness, rigorous cost benchmarking and contracts management for goods and services under his/her portfolio. |
| 3. | To oversee procurement exercises for goods and services funded under various sources of funding, and to ensure full compliance with established procedures and funding requirements. The actions include liaison with user departments and relevant vetting bodies for development of specifications, devising procurement plans and issuance of invitations of quotations and/or tenders to ensure timely award of contracts and delivery of items. |
| 4. | To work with relevant facility management and project management bodies for planning of relevant building designs and/or site works for timely installation of the procured items. |
| 5. | To oversee Cluster Store management, including the planning and execution of relocation and commissioning of cluster stores and satellite local stores at clinical areas for the 10‑year Hospital Development Plan in NTEC. |
| 6. | To oversee major procurement exercises for the 10‑year Hospital Development Plan projects in NTEC, including the Prince of Wales Hospital (PWH) Phase IIA Redevelopment and the North District Hospital (NDH) Expansion Project and others Community Health Centre Projects. |
| 7. | To facilitate Group Internal Audit reviews and external accreditation exercises concerning procurement and materials management activities. |
| 8. | To design, implement, and evaluate structured training programmes aimed at elevating quality control in procurement exercises and enhancing the competency of procurement staff at all levels in NTEC, covering procurement ethics and compliance, risk-based quality assurance, data analytics for procurement monitoring and spend analysis. |
| 9. | To assist senior management in emergency preparedness including contingency planning, communication coordination and other contingency situations. |
| 10. | To manage the administrative and financial aspects of NTEC Procurement & Materials Management function, including budget preparation, resource allocation, financial monitoring and utilization of funding allocations. |
| 11. | To perform any other duties as assigned by supervisors and be available for on-call duty after office hours when required. |
Entry Requirements\:
| 1. | Good general education preferably up to tertiary level. |
| 2. | Minimum two years’ hospital administration experience at Hospital Administrator I level. |
| 3. | Possession of formal management or hospital administration qualification is an advantage. |
Preferable Attributes/Exposure\:
| 1. | Proven track record in procurement and materials management within a hospital, healthcare cluster, or other large-scale public healthcare organisation, with a deep understanding of hospitals operations and clinical workflows, specifications for services and equipment, and regulatory compliance requirements. |
| 2. | Strong leadership capabilities with a proven record of managing, mentoring, and developing multi-disciplinary procurement teams. Experience in driving process re-engineering, digital transformation, or automation initiatives within a procurement function to enhance productivity and service quality. |
| 3. | Strong leadership with good strategic and operational management capability. Able to lead by examples to generate trust and enthusiasm from staff. |
| 4. | Strong analytical mind and organizing ability to collaborate on efforts of different parties and align interests of various functions. |
| 5. | Strong commitment to drive and ensure achievement of hospital objectives. |
| 6. | Experience in managing a variety of administrative functions. |
| 7. | Excellent communication and interpersonal skills. |
| 8. | Good command of spoken and written English and Chinese. |
| 9. | Able to work under pressure. |
