Martinsburg, WV

Grant Leading Technology is seeking an experienced Senior IOTA Interior Designer to lead interior design, space planning, and outfitting initiatives for Initial Outfitting, Transition, and Activation (IOT&A) projects within Federal facilities.

This role bridges user operational needs with technical design execution—translating administrative, clinical, and operational requirements into comprehensive layout, interior package, and installation documentation. Working closely with Integrated Project Teams (IPTs), construction leads, and Government stakeholders, you will ensure all Furniture, Fixtures, & Equipment (FF&E), casework, and interior environments comply with technical standards and align with activation schedules.

This position is for a tentative contract award. If awarded, the position will be on-site in Martinsburg, WV, and the hours are 8 am to 5 pm EST.

Responsibilities:

  • Lead interior design and space outfitting workflows for Federal facility transitions, ensuring full compliance with technical, functional, and safety guidelines
  • Direct the selection, specification, and procurement support for Furniture, Fixtures, & Equipment (FF&E), casework/case goods, interior finishes, and facility signage
  • Translate operational and administrative requirements into complete, actionable design, construction, and outfitting installation documents
  • Conduct space utilization analyses, furniture layout plans, and administrative/operational infrastructure assessments
  • Lead design-focused User Groups and Integrated Project Teams (IPTs) to capture user requirements and align on interior layouts and space allocations
  • Collaborate directly with building design and construction teams, Project Managers, and Federal stakeholders to ensure seamless integration between physical construction and interior outfitting schedules
  • Facilitate stakeholder design reviews, present layout concepts, and maintain detailed meeting records and design change logs
  • Oversee on-site delivery, staging, inventorying, and installation of FF&E, casework, and signage during active transition and activation milestones
  • Maintain rigorous risk/change controls regarding space layouts, furniture specifications, and outfitting deliverables
  • Support project closeout activities, punch list completion, and transition handoffs to facility management

Qualifications and Education Requirements:

  • Bachelor’s degree from an accredited college or university in Interior Design, Interior Architecture, Architecture, or a closely related field (CIDA-accredited degree strongly preferred)
  • Active National Council for Interior Design Qualification (NCIDQ) certification is required
  • Minimum of five (5) years of experience in interior facility design, space planning, and technical specification
  • Minimum of five (5) years of initial outfitting, transitioning, and activating (IOT&A) experience in Federal facilities
  • Minimum of five (5) years of experience in project management or lead designer roles on space-related projects
  • Direct Federal IOT&A experience—preferably within VA/VHA, healthcare, warehouse, or large Federal real estate programs
  • Deep demonstrated experience in administrative infrastructure and operations related to furniture systems, casework/case goods, finishes, and wayfinding/signage
  • Proven ability to produce and manage Integrated Master Schedule (IMS) inputs, Work Breakdown Structure (WBS) items, technical design drawings, and project documentation
  • Must be able to pass a government background check
  • Must live in the United States and authorized to work in the United States
