National Health Innovation Centre Singapore

The National Health Innovation Centre Singapore (NHIC) is a nationally-appointed Programme Office that works with Public Health Institutions and Clusters across Singapore in innovation, development, implementation and commercialisation of new technologies in healthcare. We fund the translation and development of medical innovations from Singapore’s clinical sector, and provide strategic guidance and connection to industry partners, accelerating the pathway to impact in healthcare. NHIC programmes catalyse the translation of clinical innovations towards commercially viable products that benefit patients and healthcare. Established since 2014, we have supported many projects and companies in the development and implementation of innovative medical technologies and services, improving the standard of healthcare in Singapore and beyond. NHIC is part of the Consortium for Clinical Research and Innovation Singapore (CRIS).

Job Description

We are looking for a dynamic and experienced individual to fill the role of Senior Manager/Assistant Director, Innovation & Implementation, at NHIC.

Your key role would be to facilitate the translation of technologies from innovation, to ready them for implementation and scaling at the Singapore Public Healthcare Clusters (PHCs), thereby enhancing commercial potential. This involves working with the Ministry of Health (MOH), Ministry of Health Holdings (MOHH) entities and PHCs to bring promising health technologies from early-stage proof-of-concepts towards clinical and market entry, in Singapore and beyond.

You are a person strong in regulatory knowledge, with the ability to review and evaluate health technologies against a global backdrop of competing technologies, as well as assess clinical and cost-effectiveness of said technologies. You will help teams with navigating processes to enable the approval, implementation and scale-up of selected technologies locally and globally for long-term adoption and financial sustainability.

As part of the team, you will participate in NHIC’s suite of innovation, development and commercialisation schemes. This includes being a Cluster Lead for one of the local PHCs to facilitate development, adoption and commercialisation of early innovations. You will help your designated PHC with early selection and award of promising clinical innovation projects, Intellectual Property (IP) due diligence, strategy and advice on viable clinical and commercial pathways. You will walk with clinical innovators as they endeavour to bring their promising innovations from bench to bedside to market.

In this role, you will also be working with other CRIS business units (BUs) and research, innovation and enterprise (RIE) entities in the human health and potential (HHP) ecosystem to realise our mission and goal of achieving health and economic outcomes for Singapore.

Key Responsibilities

Be part of NHIC’s team in leading innovation and implementation initiatives and grants. This includes working with MOH, PHCs and other partners to translate early innovation into technologies ready for clinical implementation and commercialisation.

1. Work with project teams and PHCs to identify promising health technologies to prepare them for clinical implementation and commercialisation. Assist project teams with understanding regulatory approvals, navigating policies, processes and approvals required to introduce new technologies into clinical workflow, including monitoring implementation progress and surfacing key risks.

2. Support the review, evaluation and selection of technologies, that performed well during POC/POV stages, for potential national scaling.

3. Facilitate health economics and outcomes research (HEOR) efforts at the national level by supporting the National HEOR Working Group (HEORWG) in developing and implementing a national framework of cost-effectiveness from innovation into implementation for selected technologies.

4. Sync up with other Ministry of Health Holdings (MOHH) agencies, e.g. HSA, ACE, to smoothen the pathway from innovation to implementation, through alignment of regulatory and healthtech assessment requirements.

5. Collaborate, as part of NHIC and CRIS, with stakeholders and partners, to guide PHC projects towards success in terms of health and economic outcomes.

Qualifications

· BSc., MSc., MD, MBBS, PharmD, PhD or DPhil in Biomedical Sciences, Healthcare Management, Public Health and/or Technology Management or equivalent.

· 5-7 years of experience facilitating the translation and implementation of early innovations and technologies at public healthcare institutions. This should include a strong understanding of regulatory requirements and clinical and cost-effectiveness assessment (appropriate value-based care).

· Good understanding of prioritisation of budgets, IT and workplans at public healthcare institutions, including clearing the requirements of institutional review boards (IRBs), solution review boards (SRBs) and ethics committees.

· Awareness of IP strategies, business and market needs.

· Exhibit strong analytical ability with good problem-solving and management skills. Good discernment and judgement of complex situations is expected. Candidates should be proactive, responsible and detailed in their work. They should also show strong organisational, interpersonal, communication, presentation and writing skills.

· Candidates are expected to be good people managers, team players and collaborators. They are also expected to work independently.
