Job Description
OBJECTIVES/PURPOSE
- Leads the development and execution of integrated health economics (HE) and health technology assessment (HTA) strategies for China, translating payer, policy, clinical, patient, and economic evidence needs into scientifically robust, locally relevant, feasible, and compliant plans.
- Serves as the strategic HE/HTA lead and trusted advisor for assigned pipeline and in-line assets [current focus: Gastroenterology (GI), Immunology, Rare Disease (RD), and Plasma-Derived Therapy (PDT), with scope determined by portfolio priorities], advocating for China-specific evidence needs and access priorities and influencing local, regional, and global integrated evidence generation planning (IEP), value strategy, investment decisions, and research priorities across the product lifecycle.
- Provides scientific, technical, operational, and financial leadership for economic evidence generation, health economic modeling, HTA landscape assessment and scenario planning, value frameworks, HTA evidence packages, and value dossiers to inform pricing and reimbursement decisions, National Reimbursement Drug List (NRDL) submissions and negotiations, commercial health insurance coverage, and other priority access pathways.
- Provides authoritative oversight of the China HE/HTA portfolio, including prioritization, budgets, external partnerships, resources, timelines, risk management, scientific quality, value communication, and compliant delivery.
- Drives responsible digital innovation by leveraging fit-for-purpose data, advanced analytics, automation, and AI-enabled tools to strengthen HE/HTA strategy, economic modeling, evidence synthesis, and data-driven decision-making, with appropriate human oversight, validation, verification, transparency, confidentiality, and accountability.
ACCOUNTABILITIES
- Develops and communicates integrated China HE/HTA strategies and evidence plans for assigned assets, ensuring that prioritized local needs are incorporated into global IEPs and aligned with product development stage, China access and medical priorities, and brand and launch plans.
- Leads assessment of the evolving HTA, reimbursement, and payer landscape in China and relevant international markets, identifying evidence needs, risks, opportunities, and implications for asset and portfolio strategy.
- Leads HTA scenario planning to evaluate alternative evidence, pricing, reimbursement, and policy environments and inform evidence investment, access strategy, and decision-making.
- Leads cross-functional discussions to align HE/HTA priorities, methods, assumptions, outputs, and intended uses with Market Access, Medical Affairs, Commercial, Global Medical Evidence Generation, and other relevant partners.
- Leads the end-to-end design and delivery of HE/HTA projects, including cost-effectiveness and cost-utility analyses, budget impact analyses, burden-of-illness and utility studies, evidence synthesis, indirect treatment comparisons for HTA or payer use, HTA evidence packages, value dossiers, and approved value communication tools.
- Leads or oversees the development, localization, validation, and interpretation of health economic models, ensuring that structure, comparators, time horizons, assumptions, inputs, uncertainty, limitations, and conclusions are transparent, scientifically robust, and relevant to China.
- Defines data requirements for economic evaluation and HTA and integrates fit-for-purpose China epidemiology, clinical outcomes, healthcare resource utilization, cost, utility, patient-reported outcome, and other relevant inputs, partnering with RWE, Epidemiology, COA/PED, and other evidence teams where appropriate.
- Develops and applies value frameworks and value narratives that integrate clinical, patient, economic, and healthcare-system outcomes to support HTA, reimbursement, and stakeholder decision-making.
- Ensures that patient perspectives, clinical outcome assessments, patient experience data, patient-reported outcomes, and patient-centered value are appropriately incorporated into HTA strategy, economic evaluation, evidence packages, and value communication.
- Provides critical scientific and technical review of health economic models, specifications, analysis plans, reports, HTA evidence packages, value dossiers, publications, and other HE/HTA deliverables, ensuring that analyses are robust, transparent, reproducible, and fit for purpose.
- Provides strategic recommendations on HE/HTA investment, project sequencing, model and data strategy, resource allocation, and portfolio prioritization based on decision value, access impact, feasibility, timing, quality, and risk.
- Leverages digital platforms, advanced analytics, automation, data visualization, and AI-enabled tools for economic modeling, evidence synthesis, literature review, quality checks, scenario analysis, and communication; critically evaluates AI-assisted outputs and ensures human accountability, verification, transparency, data confidentiality, and compliant use.
- Represents China in relevant global HE/HTA, value, access, product, and launch workshops, contributing China-specific payer, policy, method, and data insights and leading fit-for-purpose localization of global models, evidence deliverables, and systematic or targeted literature reviews.
- Collaborates with regional and global teams on joint clinical assessments, joint scientific consultation, and other global HTA initiatives where relevant, and supports the interpretation and application of their outputs in the China context.
- Manages external experts, academic collaborators, research organizations, consultants, and other vendors to ensure delivery of scientifically robust, high-quality, compliant, and fit-for-purpose outputs within agreed scope, budget, and timelines.
- Builds trusted, compliant relationships with HE/HTA and pharmacoeconomics experts, academic institutions, payers, clinicians, and professional societies; leads advisory boards, expert consultations, scientific exchange, and selected innovation pilots where appropriate.
- Provides HE/HTA expertise, coaching, and training to colleagues and contributes to continuous improvement of methods, governance, templates, quality controls, digital capabilities, and ways of working.
- Ensures all economic evidence generation, modeling, data use, external engagement, publication, value communication, and dissemination activities comply with applicable laws and regulations, company policies and procedures, ethical standards, scientific good practice, and data privacy and security requirements, and supports local audit and inspection readiness.
EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS
Required:
- Master’s degree or above in health economics, pharmacoeconomics, health outcomes research, health policy, public health, epidemiology, data science, biostatistics, pharmacy, or a related discipline; a doctoral degree is preferred.
- At least 8 years of relevant HE/HEOR, HTA, value and access, or economic evidence generation experience in the pharmaceutical or biotechnology industry, consultancy, academia, research organization, or a related environment. Appointment level will reflect the candidate’s breadth of experience, complexity of responsibilities, strategic impact, and demonstrated leadership.
- Demonstrated experience shaping HE/HTA strategy and leading economic evaluations, health economic model development or adaptation, HTA evidence packages, evidence synthesis, scenario planning, or value communication across multiple product lifecycle stages.
- Demonstrated application of economic and HTA evidence to reimbursement, pricing, HTA, market access, or portfolio decisions in China; experience supporting NRDL submissions or negotiations is strongly preferred.
- Advanced expertise in health economic evaluation and HTA methods, including cost-effectiveness and cost-utility analysis, budget impact analysis, model validation, sensitivity, uncertainty and scenario analysis, evidence synthesis, and critical appraisal.
- Strong understanding of China’s healthcare, reimbursement, and access environment, payer evidence expectations, policy developments, and evolving HTA requirements.
- Strong understanding of the drug appraisal policies, methodologies, and practical applications of major HTA and reimbursement bodies, including China’s National Healthcare Security Administration (NHSA), the UK’s National Institute for Health and Care Excellence (NICE), and Canada’s Drug Agency (CDA).
- Ability to translate clinical, patient, policy, payer, and access questions into clear economic decision problems, evidence requirements, fit-for-purpose methods, data strategies, models, and executable HE/HTA plans.
- Strong scientific judgment in evaluating economic models, assumptions, inputs, methods, uncertainty, limitations, and conclusions, as well as the fitness of clinical, epidemiological, cost, utility, patient-reported, and real-world data for economic and HTA use.
- Proficiency in Microsoft Excel for economic modeling.
- Demonstrated project, portfolio, vendor, and budget leadership, with the ability to manage multiple complex HE/HTA initiatives, priorities, timelines, and risks.
- Demonstrated experience using digital tools, data platforms, analytics, visualization, automation, or AI-enabled tools to support HE/HTA strategy and delivery, with sound judgment regarding validation, confidentiality, transparency, human oversight, verification, and compliant use.
- Ability to use AI-enabled processes as decision support rather than a substitute for scientific accountability, challenge technology-assisted outputs, and document material assumptions and limitations.
- Proven ability to influence senior local, regional, and global stakeholders and lead effectively in agile, cross-functional, and matrix teams without direct authority.
- Strong strategic thinking, scenario planning, problem-solving, stakeholder management, and communication skills, including the ability to translate complex HE/HTA evidence into clear, balanced, decision-relevant recommendations and value narratives.
- Experience collaborating with global teams and engaging external HE/HTA experts, academic institutions, payers, professional societies, or relevant authorities.
- Ability to work independently, manage ambiguity, adapt to change, and deliver high-quality outcomes.
- Professional fluency in written and spoken Chinese and English, with strong scientific writing and presentation skills.
- A record of HE/HTA or health economics publication, congress presentation, and evidence dissemination; experience mentoring colleagues or providing functional leadership is an advantage.
Desired:
- Working knowledge of patient-focused evidence, clinical outcome assessments, patient experience data, patient-reported outcomes, value frameworks, and their application in HTA and value communication.
- Experience supporting joint clinical assessments, joint scientific consultation, or other multinational HTA processes.
