Senior Manager - HSE - Racecourse (RAC-040)
Qiddiya is seeking an experienced Senior HSE Manager to lead all Health, Safety and Environmental activities across the Racecourse Development Project, comprising a world-class horse racing track, grandstand, associated hospitality facilities, stables, infrastructure and supporting works.
The successful candidate will provide strategic HSE leadership throughout the design, construction and commissioning phases, ensuring compliance with Qiddiya, PIF and Kingdom regulations, whilst driving a proactive safety culture across all contractors, consultants and project stakeholders.
This individual must possess a unique blend of client-side governance and assurance experience together with hands-on delivery experience gained with a Tier 1/Main Contractor on large-scale complex construction projects. Experience working on major PIF developments within Saudi Arabia is strongly preferred.
Key Responsibilities:
HSE Leadership & Governance
- Lead the development, implementation and continual improvement of the Project HSE Management System.
- Establish project-specific HSE strategies, objectives, KPIs and performance targets.
- Serve as the primary HSE advisor to the Project Director and senior leadership team.
- Ensure compliance with all Qiddiya, PIF, regulatory authority and international best practice requirements.
- Promote a culture of safety leadership, accountability and continuous improvement across the project.
Contractor Management
- Lead HSE prequalification, technical evaluations and reviews of contractors and subcontractors.
- Review and approve Contractor HSE Plans, Risk Assessments, Method Statements and Emergency Response Plans.
- Conduct regular audits, inspections and assurance reviews of contractor performance.
- Drive corrective action and closeout of observations, NCRs and safety violations.
- Monitor contractor competency, staffing levels and HSE resource deployment.
Construction Safety
- Oversee safe delivery of all construction activities relating to:
- Racecourse and track works
- Grandstand construction
- Structural steel erection
- Temporary works
- Heavy lifting operations
- Earthworks and infrastructure
- Utilities and MEP installations
- Testing and commissioning activities
- Ensure effective implementation of permit-to-work systems, work-at-height controls, lifting operations, excavation safety and contractor management processes.
Assurance & Performance Monitoring
- Develop and maintain project HSE dashboards and performance reporting systems.
- Monitor leading and lagging indicators and identify emerging risks.
- Lead incident investigations and ensure effective root cause analysis and corrective actions.
- Produce executive-level HSE reports for senior stakeholders.
- Conduct trend analysis and communicate lessons learned across the programme.
Stakeholder Management
- Collaborate with Project Management Consultants, Design Consultants, Contractors and Regulatory Authorities.
- Support project leadership in managing HSE-related risks and strategic decisions.
- Represent the project in executive HSE forums, audits and governance reviews.
- Build strong relationships with internal and external stakeholders to drive exceptional HSE outcomes.
Worker Welfare & Environmental Management
- Champion worker welfare standards across all project sites.
- Ensure effective environmental management systems are implemented.
- Monitor compliance with environmental permits, sustainability objectives and ESG commitments.
- Promote wellbeing initiatives and workforce engagement programmes.
Requirements
- Bachelor degree in Engineering, HSE or related discipline.
- NEBOSH Diploma and professional certifications such as CSP, CMIOSH, ISO 4500 Lead Auditor preferred.
- Experience Minimum 10 years HSE experience on major construction projects.
- Must possess both client-side/PMC experience and Tier 1 contractor experience.
- Strong preference for candidates who have already on PIF giga-project experience or globally recognized construction mega projects
