Job Summary

The Scientific Data Strategy Office (SDSO) drives A*STAR’s scientific data strategy across its Research Institutes (RIs) and National Platforms through three strategic pillars: Community, Governance, and Build. This role manages the Community pillar, supporting work in community-building and stakeholder engagement, and levelling up the overall data practice maturity in A*STAR.

Your work will be critical in driving organisation-wide on-the-ground changes that will make A*STAR a place where data drives innovation.

You will be the operational engine that turns community and governance plans into reality: standing up data stewardship networks, running engagement programmes and workshops, developing handbooks and guidances, and ensuring that frameworks are adopted on the ground. You will also handle communications and marketing for SDSO, and be responsible for driving awareness of various data initiatives.

This role is ideal for someone who has strong communication and programme coordination skills, loves interaction with people and has an interest in technology, data governance and policy.

Key Responsibilities

Data Stewardship Model Operations

  • Support the onboarding, training and coordination of key data community stakeholders across the organisation
  • Maintain the cadence of stewardship activities: organise committee meetings, coordinate across scientific domains, tracking progress and managing timelines
  • Help design and administer recognition mechanisms (performance appraisal inputs, professional development opportunities, publication acknowledgments) for stewardship role-holders
  • Help setup new scientific domains, and their respective data steward communities, that represent A*STAR’s strategic focus

Communication and Engagements

  • Serve as a nexus of communication between corporate function stakeholders, tech-biz partners and research groups
  • Conduct workshops, roadshows, and engagement sessions that publicises notable achievements and train A*STAR employees in good data practice/governance
  • Maintain a stakeholder register and engagement log to ensure consistent, visible consultation pathways to allow SDSO to continually drive engagements in a collaborative manner

Outreach and Training

  • Plan and deliver training programmes on data management best practices, governance policies, and tools
  • Help develop training materials, case studies, and communication collateral
  • Track training effectiveness through participant feedback, follow-up assessments, and behavioural change indicators


Accountability and Metrics Support

  • Help design and maintain compliance dashboards at RI level to enable effective communication of the state of A*STAR’s strategic data management
  • Collect, validate, and report on governance KPIs (data quality improvements, reuse rates, compliance rates)

Job Requirements

Education

  • Bachelor’s/Master’s degree in a relevant discipline (science, engineering, information management, communications, public policy, or related field)

Experience

  • 2+ years of professional experience, with demonstrated involvement in community/stakeholder engagement and programme coordination
  • Experience coordinating activities across multiple teams or organisational units

Technical

  • Exposure to data governance, data quality, or compliance frameworks
  • Experience with dashboarding, reporting, or KPI tracking tools
  • Comfortable with using AI tools for productivity
  • Experience with website development, SharePoint management is a plus

Communication and Organizational Skills

  • Strong interpersonal skills: comfortable engaging researchers, IT staff, and corporate functions; able to build trust and maintain productive working relationships
  • Clear, audience-appropriate written and verbal communication: can draft a data handbook and present at a workshop with equal competence
  • Organised and detail-oriented, with the ability to manage multiple concurrent workstreams, track deliverables, and follow through
  • Self-starter mentality: able to work with broad direction, identify what needs doing, and drive it forward
  • Exhibits a high level of ownership in their tasks
