POSITION SUMMARY:

The Senior Manager of Payroll leads the organization's payroll function, ensuring payroll is processed accurately, timely, and in compliance with applicable federal, state, and local laws and regulations. This position provides leadership to the Payroll team, oversees payroll operations and payroll-related functions within the UKG system, maintains effective internal controls, and drives continuous improvement to support organizational excellence and exceptional customer service.

Status: Regular, Full-time, Non-exempt.

Location: Workforce Development Center - 118 52nd St, Pittsburgh, PA 15201

External Hiring Range: $75,000-$85,000/year

Schedule: 8:00 AM - 4:00 PM Monday - Friday. Schedule may vary depending on department needs.

RESPONSIBILITIES:
Included but not limited to:

Department Management and Leadership:

  • Plan, direct, supervise, and coordinate the activities of the Payroll Department to ensure accurate, timely, and efficient payroll operations.
  • Develop performance expectations and monitor departmental performance to achieve organizational and departmental goals.
  • Promote collaboration, communication, and continuous improvement within the Payroll team.

Operations and Administration:

  • Resolve complex payroll issues and implement solutions that improve service and operational effectiveness.
  • Oversee year-end payroll processing, including payroll tax reconciliation, W-2 preparation, and required regulatory reporting.
  • Maintain confidentiality, integrity, and security of payroll information.

    Compliance:

    • Ensure payroll operations comply with applicable federal, state, and local payroll laws, regulations, and organizational policies by monitoring regulatory changes and implementing necessary process improvements.
    • Develop, maintain, and communicate payroll policies and procedures that promote consistency, compliance, and operational effectiveness.
    • Develop, implement, and maintain effective internal controls that safeguard payroll assets and ensure the integrity of payroll processing.

    Payroll Systems and Continuous Improvement:

    • Identify, recommend, and implement process improvements that enhance payroll accuracy, efficiency, internal controls, and customer service.
    • Coordinate payroll testing and validation following system updates, enhancements, and regulatory changes.
    • Develop and maintain payroll process documentation to support operational consistency, knowledge transfer, and business continuity.

    QUALIFICATIONS:

    Education and Years of Experience:

    • High School Diploma AND 10+ years of experience OR
    • Associates degree AND 7+ years of experience OR
    • Bachelors degreeAND 5+ years of experience.

    Required:

    • Experience must be related to the full complement of payroll functions
    • Experience in payroll processing
    • Experience in payroll compliance
    • Experience in payroll tax reporting and remittances

    Preferred:

    • Experience supervising staff,

    REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

    • Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
    • Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
