What's exciting about the role

The Senior Manager, Payments & Regulatory Compliance is responsible for establishing and maintaining Verifone's payments compliance framework within the New Zealand payments ecosystem. The role ensures that Verifone meets its compliance obligations across card scheme operations, issuer and acquirer processing relationships, and applicable New Zealand regulatory and industry frameworks. The role oversees compliance across major card schemes, including Visa, Mastercard, American Express, and UnionPay, ensuring that regulatory obligations are effectively governed following Verifone's direct-to-scheme transaction routing implementation.

It serves as Verifone's primary liaison with key New Zealand stakeholders, including Payments NZ, the Department of Internal Affairs, the Commerce Commission, and the Ministry of Business, Innovation and Employment (MBIE). The position also supports compliance across issuing and acquiring operations, Open Banking initiatives, digital identity frameworks, and financial institution security assurance programs.

Roles and Responsibilities

  • New Zealand Payments Ecosystem Compliance
    • Maintain oversight of compliance obligations across the New Zealand payments ecosystem, monitor regulatory developments, ensure alignment with evolving regulatory expectations, provide internal guidance on payments regulations and industry standards, and support strategic compliance initiatives impacting the NZ market.
  • Scheme Compliance Ownership
    • Own compliance across Visa, Mastercard, American Express, and UnionPay, including monitoring scheme rule changes, managing mandates, conducting impact assessments, overseeing certifications and network testing, and ensuring Switch-to-Issuer processing obligations are implemented and maintained.
  • Regulatory & Industry Engagement
    • Lead engagement with Payments NZ, the Department of Internal Affairs, Commerce Commission, MBIE, and other key stakeholders. Represent Verifone in industry forums, maintain strong relationships with financial institutions, and assess regulatory impacts on services and partnerships.
  • Compliance Governance & Oversight
    • Manage governance frameworks, compliance reporting, controls, risk tracking, evidence management, and reporting requirements across scheme, regulatory, and payments ecosystem obligations.
  • Partner & Scheme Engagement
    • Serve as the primary compliance contact for card schemes, acquiring banks, and issuer processing partners, communicating regulatory changes, compliance requirements, and operational impacts.
  • Financial Institution Assurance & Security Reviews
    • Coordinate security and compliance assurance reviews, manage remediation activities, ensure audit readiness, and maintain controls, documentation, and operational practices that meet financial institution expectations.
  • Emerging Payments, Change Management & Controls
    • Support Open Banking, digital identity, authentication standards, biometric security, and emerging payment technologies. Manage regulatory and scheme change implementation, maintain compliance processes, establish controls, and ensure alignment with enterprise risk and security frameworks.

Skills and Experience

Essential:

  • Significant experience within payments, banking, or card processing environments.
  • Strong knowledge of card scheme rules, standards, and operating models.
  • Experience interpreting, implementing, and managing scheme mandates.
  • Proven ability to coordinate the cross-functional delivery of compliance and regulatory requirements.
  • Strong stakeholder management skills across technical, operational, and business teams.
  • Experience developing and managing governance, reporting, and compliance frameworks.
  • Experience engaging with New Zealand financial institutions on compliance, risk, or assurance activities.

Desirable:

  • Experience working within an acquiring bank, issuing bank, payment processor, card scheme, or fintech organization.
  • Strong understanding of the card transaction lifecycle, payment processing, and switch operations.
  • Familiarity with ISO 8583 messaging standards and card network architectures.
  • Exposure to card scheme certification, validation, and network testing processes.
  • Knowledge of fraud monitoring programs, risk management practices, and scheme risk frameworks.
  • Experience engaging with regulators, industry bodies, or governance forums within the New Zealand payments ecosystem.
  • Understanding of Open Banking initiatives and regulatory developments in New Zealand.
  • Familiarity with digital identity, authentication, and biometric security frameworks.
  • Experience supporting financial institution security, compliance, or assurance reviews.
