Senior Manager - Performance Improvement & Value Creation. SN7

Drive operational performance, efficiency, and value creation across City Operations by identifying revenue opportunities, improving productivity, supporting performance management, and providing robust inputs to annual and multi-year planning. The role will act as an internal advisor to City Operations functions, translating operational data and business insights into practical initiatives with measurable financial and operational outcomes.

Value Creation & Revenue Optimization

· Identify, assess, and prioritize revenue opportunities across City Operations, including Operations & Maintenance, Fire & Life Safety, Medical Operations, Command & Control, Health, Safety & Environment, Technology, Events Operations, and other operational functions

· Develop business cases supported by the Finance department on financial models to evaluate commercial opportunities, cost-recovery mechanisms, pricing options, and operational sustainability

· Partner with operational functions and relevant corporate teams to shape opportunities, validate assumptions, define ownership, and support implementation.

· Benchmark commercial and operating practices against relevant city, infrastructure, utility, real estate, transport, and public-sector operators.

Operational Efficiency & Continuous Improvement

· Identify efficiency opportunities through process optimization, service redesign, productivity improvement, demand and capacity analysis, automation, sourcing, and better use of assets and technology.

· Conduct structured diagnostic and root-cause analysis to understand cost, quality, productivity, and service-performance gaps.

· Build an integrated pipeline of improvement initiatives, including quantified benefits, delivery milestones, accountable owners, dependencies, and risks.

· Coordinate benefit tracking with relevant functions to ensure that approved savings and improvements are implemented, measured, and sustained.

Performance Management support

· Coordinate with the Performance Management function to define and refine KPIs, targets, service levels, and performance measures for City Operations.

· Support in the analysis of performance trends and variances, identify root causes of underperformance, and recommend targeted corrective actions.

· Support executive performance reviews by translating operational data into clear insights, decisions, and actions.

· Follow up on agreed corrective actions and assess whether they are delivering the intended operational and financial results.

Planning & Strategic Support

· Coordinate with the Operational Planning function to provide analytical inputs to annual and multi-year planning cycles.

· Provide evidence-based inputs for workforce planning, budgets, contracts, operational priorities, and strategic initiatives.

· Support the development of improvement roadmaps aligned with City Operations priorities and Qiddiya-wide objectives.

Stakeholder Engagement & Governance

· Build trusted working relationships across City Operations and relevant enabling functions, facilitating fact-based and constructive challenge.

· Prepare concise executive materials that clearly articulate the opportunity, evidence, financial impact, implementation requirements, risks, and decisions required.

· Establish appropriate governance for value-creation and efficiency initiatives, including a consistent approach to prioritization, approvals, tracking, and reporting.

· Promote a culture of accountability, continuous improvement, commercial awareness, and data-led decision-making.

Requirements

Education

Bachelor's degree in Engineering, Business, Economics, Finance, Operations Management, or a related discipline.

Postgraduate qualification or relevant professional certification is advantageous.

Experience

Approximately 8-12 years of relevant experience across management consulting, operational excellence, value creation, business planning, performance management, corporate strategy, or a comparable field.

Demonstrated experience identifying and delivering revenue, cost-efficiency, productivity, or service-improvement opportunities.

Experience developing business cases, financial models, executive recommendations, and implementation roadmaps.

Experience in complex operating environments such as cities, infrastructure, utilities, real estate, transport, healthcare, public safety, technology operations, or the public sector is advantageous.

Experience engaging senior stakeholders and working across multiple functions with different operational priorities.
