Pay | \: | HK$161,107 to HK$185,614 per month [HMPS point 20 to 24] (including Monthly Allowance)
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance. |
Key Responsibilities
The post-holder will be seconded to the Primary Healthcare Commission (PHCC) of the Health Bureau with main duties as follows\:
1. | To formulate strategies and implementation plan for various primary healthcare initiatives in alignment with the Primary Healthcare Blueprint. |
2. | To strengthen the governance for primary healthcare services and oversee the planning of territory-wide primary healthcare facilities under PHCC. |
3. | To support public primary healthcare service policy review and the development of priority areas for enhancing primary healthcare in Hong Kong. |
4. | To plan and implement preventive care for priority groups (including underprivileged) as well as initiatives to enhance family medicine outpatient services and primary-secondary referral mechanism. |
5. | To steer the review and analysis of the data collected from various platforms to support the policy making on the development of primary healthcare in Hong Kong. |
6. | To provide professional support to various committees related to the primary healthcare services. |
7. | To perform any other related duties as assigned. |
Entry Requirements
1. | A university degree or equivalent. |
2. | At least 10 years’ post-qualification managerial experience in management function / respective profession / function of the post, of which at least 5 years’ experience is in senior management / professional level (e.g. Senior Executive Officer or equivalent level). |
3. | Good command of both written and spoken English and Chinese. |
Preferable Attributes/Exposure
1. | Master degree in health services management, public health or equivalent. |
2. | Relevant experience in primary and community care or health services management / administration, and/or primary healthcare facilities planning, and/or data management in healthcare sector environment. |
3. | Strong leadership qualities and committed to achieving strategic results. |
4. | Strategic thinking and planning ability. |
5. | A good team leader and able to steer and work in collaboration with others to deliver results. |
6. | Able to manage complexity and work under pressure. |
