Senior Manager - Security Operations & Logistics Coordination (MAS287)
Summary
Oversee security operations, logistics coordination, and emergency response for large-scale construction projects in Riyadh, ensuring safety and continuity of Qiddiya’s developments.
Qiddiya is looking for someone who can provide strategic leadership, governance, and operational direction for all Security and Logistics functions supporting construction, infrastructure, and project activities across Qiddiya developments. The role is responsible for overseeing day-to-day security operations, command center activities, access control, permit governance, contractor compliance, incident management, emergency preparedness, and stakeholder engagement to ensure safe, secure, and uninterrupted project execution.
The position plays a key role in driving operational excellence through continuous improvement, process optimization, performance management, and digital transformation initiatives. It is accountable for strengthening governance frameworks, enhancing service delivery, improving operational efficiency, and ensuring the protection of people, assets, and infrastructure while supporting the successful delivery of project objectives and organizational priorities.
Key Responsibilities
1. Security Operations
- Develop and implement construction security strategies, policies, procedures, and operating standards.
- Oversee site security operations across construction zones, project areas, logistics routes, and key access points.
- Manage security service providers, guard force operations, and specialized security contractors.
- Conduct risk assessments and implement mitigation measures to protect personnel, assets, equipment, and infrastructure.
- Lead incident management, investigations, escalation, and emergency response coordination.
- Ensure compliance with corporate security standards, regulatory requirements, and approved project security plans.
- Monitor access control systems, surveillance systems, command center outputs, and physical security infrastructure.
- Collaborate with government authorities, emergency services, contractors, and relevant stakeholders on security matters.
2. Logistics Security & Operational Coordination
- Engage with logistics planning and execution teams to support project schedules and operational requirements.
- Oversee secure movement of construction materials, equipment, and critical project assets.
- Coordinate security requirements for transportation, warehousing, inventory control, and material movement activities.
- Support safe and controlled access for contractor vehicles, delivery movements, buses, and project transportation activities.
- Develop logistics security contingency plans to mitigate operational disruption, access constraints, and emergency scenarios.
- Monitor logistics-related security performance and drive continuous improvement initiatives.
3. Command Center, Access Control & Permits
- Lead command center coordination, situational awareness, incident logging, escalation, and operational response tracking.
- Govern workforce, vehicle, visitor, and contractor access processes in line with site procedures.
- Oversee permit-related security controls and ensure alignment with project access requirements.
- Track recurring access, permit, and compliance issues and provide corrective recommendations to management.
5. Vendor & Stakeholder Management
- Establish and maintain effective relationships with internal departments, contractors, delivery partners, and external stakeholders.
- Support service agreements, call-off orders, scopes of work, and contracts related to security and logistics services.
- Monitor contractor and vendor performance against agreed KPIs, service levels, and compliance requirements.
- Resolve operational issues affecting project delivery, security performance, logistics flow, or stakeholder requirements.
6. Compliance, Risk & Governance
- Ensure compliance with relevant laws, regulations, corporate security directives, transportation requirements, and project procedures.
- Maintain health, safety, environmental, and quality standards within security and logistics operations.
- Implement governance frameworks for construction security, contractor compliance, access control, and logistics operations.
- Develop and maintain security and logistics risk registers, issue trackers, action logs, and reporting mechanisms.
7. Financial & Performance Management
- Develop, monitor, and manage budgets related to security and logistics operations.
- Monitor operating costs, service provider utilization, manpower deployment, and efficiency opportunities.
- Establish KPIs, performance dashboards, and reporting routines to support management oversight.
- Prepare executive reports, decision papers, operational updates, and recommendations for senior leadership.
8. Leadership & Team Development
- Lead, mentor, and develop security and logistics professionals across assigned areas of responsibility.
- Build a high-performance culture focused on safety, accountability, discipline, collaboration, and operational excellence.
- Set team objectives, monitor performance, provide guidance, and support capability development.
- Promote knowledge sharing, lessons learned, and consistent ways of working across departments and project locations.
Requirements
- 10+ years of experience in security operations, construction security, logistics, infrastructure, operations, or major project environments.
- 4+ years of leadership experience managing multidisciplinary teams, contractors, and service providers.
- Demonstrated experience supporting large-scale construction, infrastructure, masterplan, or giga-project developments.
- Proven experience managing outsourced security contracts, third-party logistics providers, and contractor performance.
- Experience in emergency response, crisis management, operational readiness, and incident investigations.
- Experience working with government authorities, regulatory agencies, emergency services, and senior stakeholders is preferred.

- Bachelor's degree in Security Management, Logistics, Supply Chain Management, Engineering, Business Administration, or a related field.
- Professional certifications are highly desirable, such as CPP, PSP, PMP, CSCP, CISM, or equivalent.
