The Senior Manager, Senior Hunger Strategies Operation is responsible for leading the execution of Commodity Supplemental Food Program (CSFP) and Senior Hunger operations to ensure programs maintain appropriate caseload levels and remain compliant with all federal, state, and organizational requirements. This role is critical in shaping and advancing operational models that are equitable, efficient, scalable, and responsive to the needs of current and future participants.
The Senior Manager provides direct leadership to a team that includes truck drivers, van drivers, inventory personnel, and operational staff while overseeing all aspects of Senior Hunger and inbound operations. Responsibilities include inbound receiving, commodity ordering and receipt, inventory management and accuracy, warehouse coordination, transportation oversight, and vehicle repair and maintenance.
This position ensures operational excellence through strong process management, cross-functional collaboration, regulatory compliance, and continuous improvement initiatives that support CAFB’s mission and strategic distribution goals.
Essential Functions:
Facility Oversight – Percentage 50%
- Responsible for ordering CSFP commodities through USDA systems, including WBSCM, in alignment with State Agency guidance and program requirements.
- Responsible for the timely and accurate submission of monthly FNS-153 and other required reporting documentation.
- Oversee the receipt and processing of CSFP Direct and Multifood orders within required timelines, ensuring all receipts are accurately entered into WBSCM and internal inventory systems.
- Oversee inbound receiving operations, including scheduling, unloading, inspection, product verification, documentation, and system receipting for inbound deliveries across dry, cooler, and freezer environments.
- Ensures inbound deliveries are properly staged, inspected, and put away in designated warehouse locations in accordance with established Standard Operating Procedures (SOPs).
- Responsible for maintaining inventory accuracy and ensuring inventory transactions are completed timely and correctly within warehouse management systems.
- Develops, implements, and enforces SOPs related to inventory control, inbound operations, product handling, storage practices, cycle counts, staging, and warehouse organization.
- Oversee inventory rotation and monitors expiration/use-by dates to ensure compliance with USDA regulations, food safety standards, and FIFO inventory practices.
- Conducts and oversees monthly inventory counts and recurring cycle count programs for CSFP commodities and other assigned inventory categories.
- Evaluates inventory movement and warehouse slotting strategies to improve product flow, maximize storage utilization, and support operational efficiency.
- Maintains safety, sanitation, housekeeping, and AIB readiness standards within CSFP, inbound, and assigned warehouse areas.
- Coordinates closely with the CSFP Program Manager, Senior Director, Food Resources, Transportation, and Inventory teams to align operational priorities and ensure service continuity.
- Communicates with program staff to support monthly packing menus, product allocations, and inventory planning activities.
- Ensures commodities and products are accurately pulled, staged, and prepared for packing and distribution operations.
- Investigates and resolves inventory discrepancies, receiving issues, damaged product concerns, and operational variances in a timely manner.
Transportation Operations – 30%
- Collaborates with Senior Leadership to ensure drivers and transportation operations are functioning safely, efficiently, and in alignment with operational goals.
- Develops and maintains standard delivery routes and transportation schedules based on site distribution requirements and organizational needs.
- Coordinates with Transportation leadership to ensure fleet utilization, scheduling, and routing maximize operational efficiency and customer service levels.
- Supports and coordinates driver safety initiatives, DOT compliance, and transportation training programs to reduce preventable accidents and minimize operational risk.
- Ensures all transportation activities comply with federal, state, and DOT regulations related to fleet operations and driver safety.
- Coordinates with Transportation and Fleet partners to ensure vehicles are properly maintained and serviced in accordance with lease agreements and preventative maintenance schedules.
- Monitors transportation-related KPIs, vehicle utilization, maintenance trends, and operational performance metrics.
- Supports emergency response operations, schedule adjustments, and cross-functional transportation needs as required.
Volunteers & Packing Operations – 20%
- Partners with the Volunteer Department to coordinate volunteer schedules and support staffing plans for CSFP packing operations.
- Oversee volunteer-supported packing activities to ensure compliance with program standards, food safety requirements, and operational expectations.
- Ensure CSFP boxes and related distributions are packed accurately and consistently according to program requirements.
- Oversee packing operations and workflow coordination to ensure efficiency, accuracy, and timely completion of packing activities.
- Supports continuous improvement initiatives related to volunteer engagement, packing flow, workspace organization, and operational productivity.
