Senior Policy Analyst

The Opportunity:

The Ministry of Education is seeking a strategic, analytical and collaborative professional to join the Capital Planning Branch as a Senior Policy Analyst. The Capital Planning Branch delivers four core programs supporting the provincial education sector: Major Capital Renewal, Minor Capital, Preventative Maintenance and Renewal, and Relocatable Classrooms. The Branch supports capital planning, infrastructure funding, project oversight and reporting, and policy development for education infrastructure across the province.

Reporting to the Director, Capital Planning, you will provide strategic policy, financial and project support for a broad range of education infrastructure initiatives. In this role, you will help inform investment and funding decisions, support the delivery of capital programs and projects, analyze financial and project information, engage with key stakeholders and provide advice on emerging issues affecting Saskatchewan's education infrastructure sector.

This opportunity is ideal for an experienced analyst who enjoys combining policy analysis, financial evaluation and strategic thinking to support education infrastructure investments in Saskatchewan.

Policy, Legislative and Strategic Analysis

• Lead policy research, analysis and development related to education infrastructure and capital planning.
• Develop recommendations, briefing materials, Cabinet items and other materials to support decision making.
• Analyze legislation, regulations and emerging issues, identify impacts, risks and opportunities, and support the development and amendment of legislation and regulations.
• Support stakeholder engagement, consultations and cross-government initiatives.
• Contribute to long-term capital planning, prioritization and continuous improvement initiatives.

Financial and Capital Analysis

• Conduct financial and quantitative analysis to support capital planning, budgeting and infrastructure investment decisions.
• Review capital submissions, business cases and funding requests to assess affordability, value and policy alignment.
• Develop costing models, forecasts and risk assessments.
• Monitor capital budgets, funding allocations and financial performance.
• Support budget development, Treasury Board submissions and financial reporting.

Performance, Data and Project Reporting

• Monitor and report on capital project scope, schedule, budget and risks.
• Develop reports, dashboards and analytical tools to support decision making.
• Analyze project and program performance to identify trends and emerging issues.
• Identify opportunities to improve data quality, reporting and business processes.
• Communicate policy, financial and project information to diverse audiences.

Technical Knowledge and Skills:

To be successful in this role, you will demonstrate knowledge of:

• Policy development, program evaluation and government decision-making processes.
  • Capital planning, infrastructure funding or related disciplines.
  • Financial, statistical and operational practices.
  • Digital tools and technologies used to support policy analysis and development, financial analysis, forecasting, reporting and data visualization, including Excel, Power BI or comparable tools and approved AI tools.
  • Saskatchewan's PreK-12 education sector and education infrastructure. This would be considered an asset.

Education and Experience

Typically, the knowledge and skills required for this position would be obtained through a degree in a relevant discipline, such as public administration, business, economics, social sciences or a related field, combined with experience in capital planning, policy, infrastructure, project management, program evaluation or a related field. An equivalent combination of education and experience will be considered.
