Senior Preparedness and Response Officer

Summary

Oversee disaster preparedness, response, and recovery programs for ASEAN, coordinating with governments and partners to implement regional emergency plans and capacity-building initiatives.

BROAD STATEMENT OF FUNCTION

  1. Assist the Assistant Director - Preparedness and Response in planning, managing, and implementing programmes, projects, and activities to enhance preparedness, response, and recovery efforts, and to achieve the objectives outlined in relevant plans of action, including the AADMER Work Programme (AWP) and the AHA Centre's strategic work plans;

  2. Perform other related duties and responsibilities as assigned by the Assistant Director - Preparedness and Response to support the effective implementation of preparedness, response, recovery, and AHA Centre priorities.

PRIMARY RESPONSIBILITIES

  1. Assist the Assistant Director - Preparedness and Response in planning, managing, and implementing programmes, projects, and activities to enhance preparedness, response, and recovery efforts, and to achieve the objectives outlined in relevant plans of action, including the AADMER Work Programme (AWP) and the AHA Centre's strategic work plans.

  • Support the planning, development, and implementation of preparedness, response, and recovery programmes, projects, and activities in line with the AHA Centre's mandate and priorities;

  • Assist in preparing annual work plans, project proposals, budgets, implementation schedules, and monitoring frameworks;

  • Support the coordination and monitoring of activities under the AADMER Work Programme (AWP) and the AHA Centre's strategic work plans to ensure effective implementation and achievement of the objectives;

  • Provide technical oversight, guidance, mentorship and supervision for recovery-related programmes and activities, including the work of assigned staff, project personnel and consultants, ensuring alignment with approved plans, quality standards, timelines and expected outcomes;[SN1]

  • Monitor recovery interventions and coordinate with relevant stakeholders, implementing partners, and ASEAN Member States to facilitate effective and timely recovery efforts;

  • Assist in managing programme and project resources, including budgets, procurement processes, and administrative requirements, in accordance with the AHA Centre’s or donor’s policies and procedures;

  • Support the monitoring, evaluation, and reporting of programme and project outcomes, deliverables, and key performance indicators;

  • Assist in conducting needs assessments, risk analyses, post-disaster assessments, and lessons learned reviews to inform programme and project design and improvement;

  • Prepare technical reports, briefing notes, concept papers, presentations, and progress updates for management and stakeholders;

  • Support coordination with ASEAN Member States, sectoral bodies, dialogue partners, and other stakeholders to facilitate the implementation of preparedness, response, and recovery initiatives;

  • Maintain programme and project documentation, records, and knowledge products to support institutional learning and accountability;

  • Contribute to the development and enhancement of policies, guidelines, standard operating procedures, and operational tools related to preparedness, response, and recovery activities;

  • Plan, coordinate, and support the delivery of training programmes, workshops, simulation exercises, and other capacity-building initiatives to strengthen the preparedness, response, and recovery capabilities of ASEAN Member States and relevant stakeholders.

  • Provide operational and technical support during emergency preparedness, response, and recovery activities and deployments;

  • Coordinate with internal teams, ASEAN Member States, partners, and stakeholders to support the implementation of assigned activities;

  • Represent the Operations Division in meetings, working groups, and related activities when assigned;

  • Contribute to cross-divisional initiatives and activities that support the achievement of AHA Centre priorities and objectives;

  • Support special assignments, projects, and initiatives related to preparedness, response, recovery, and other AHA Centre priorities as directed by the Executive Director of the AHA Centre or his/her designated staff[SN2] .

  • Undertake other relevant assignments, projects and initiatives as instructed by the Assistant Director – Preparedness and Response, the Director of Operations, or authorised senior management.


Requirements

JOB QUALIFICATIONS REQUIREMENTS

Education

Preferably has master’s degree in one or more of the following disciplines: Disaster Management; Emergency Management; Disaster Risk Reduction; Natural Resource Management; Environmental Management; Business Management, or relevant subject.

Experience

  • At least seven (7) years of experience with a proven track record and exposure to disaster and emergency response operations in a government, international organisation and/or private sector;

  • Experience in dealing with a wide spectrum of areas in disaster management and developmental cooperation (policies, trends, issues and development) both in the regional and international environment;

  • Exposure to relevant activities dealing with various international organisations, related institutions and/or the private sector;

  • Experience in managing a broad range of activities dealing with various key actors and related institutions;

  • Experience of managing projects and budgets;

  • Experience in managing data analytics and visualisation for risk assessment;

  • Knowledge of ASEAN and its regional frameworks in disaster management, such as AADMER, will be an advantage;

  • ASEAN-ERAT-trained will be an advantage;

  • Knowledge of trends, issues, and methods in recovery at the national and regional levels, specifically in relation to cross-cutting issues (e.g. gender, environment, and livelihoods);

  • Ability to work in a multicultural setting;

  • Ability to demonstrate initiative and work well under pressure; and

  • Strong command of the English language, both spoken and written.
