iGaming Ontario leads the Province of Ontario’s dynamic internet gaming (igaming) market that, in its third year generated $83 billion in total wagers, a 31% increase over the previous year. This resulted in $3.2 billion in total gaming revenue from over 80 gaming sites. Even more, Ontario’s igaming market sustained almost 15,000 full-time equivalent jobs across the province.

iGaming Ontario is seeking a Senior Procurement Advisor. Reporting to the Director of Finance, the Senior Procurement Advisor will provide expert technical procurement advice and lead the procurement process for the acquisition of goods, non-consulting services and consulting services for iGaming Ontario in accordance with the principles of the Ontario Public Sector (OPS) Procurement Directive.

Reporting to the Director of Finance, you will:

Engage and advise key stakeholders on procurement policies, procedures, systems, and standards to enable effective and outcome-focused procurement activities.
Prepare the procurement plans including new procurements, contract renewals and terminations, and lead the discussion with program areas to finalize plans.
Work with the program areas to identify procurement requirements and recommend sourcing strategies, taking into consideration procurement value and ensuring compliance with and adherence to OPS Procurement Directives and iGaming Ontario Procurement Policy.
Manage complex and difficult procurements from end to end in compliance with relevant laws, regulations, directives and organizational policies.
Gather inputs and support program areas to complete business cases, business requirements documents and other procurement documents needed.
Analyze, assess and document risks and make recommendations to support a fair and efficient procurement process.
Act as a subject matter expert as related to all sourcing activities at various stages of the procurement process.
Manage the vendor performance and risk throughout the procurement and contract lifecycle.
Maintain proper procurement documentation and database, and support audit activities.
Work with Finance to obtain proper budget approvals for planned procurements and support Finance purchase order creation and reconciliation process.
Provide procurement training to program areas and other value-add activities.

The ideal candidate will have:

Purchasing Designation, Supply Chain Management designation or post-secondary education (preferably in Supply Chain, Finance, Accounting or Business) and/or 7+ years of relevant work experience.
Expert knowledge and understanding of procurement principles and best practices to manage complex procurements.
Expert knowledge of contract management principles, vendor performance and risk management strategies.
Expert knowledge of Government of Ontario policies, directives and guidelines on procurement and how they are applied to iGaming Ontario.
Solid background in administering the procurement process for various engagements, including contract law, stakeholders/vendor liaison, detailed analysis of tenders bid for compliance and final document preparation.
Extensive experience in conducting procurement research and preparing business cases and tendering documents, to support procurement of goods and services.
Experience in working with procurement platforms such as Merx.
Computer applications for word processing, spreadsheet, database, project management and presentation capabilities to create analytical reporting on procurement initiatives.
Strong problem solving and communication skills.

iGaming Ontario has implemented a full return to office, this position is expected to work in office 5 days a week.

This position falls within the scope of a bargaining unit represented by the Ontario Public Service Employees Union (OPSEU). Accordingly, the terms and conditions of this position are governed by the applicable collective agreement between iGaming Ontario and OPSEU.
