Senior Procurement Specialist

- Responsible for project procurement and contracting activities, including soliciting quotations, comparing bids, negotiating prices, preparing bid-comparison matrices, recommending awardees, and conducting QHSE checks on relevant verification documents.
- Identify and select competitive suppliers and contract packages to ensure sufficient valid bids are obtained for the award process.
- Conduct floor-price analysis and commercial evaluations to ensure procurement outcomes are cost-effective and aligned with project budgets and prevailing market conditions.
- Review vendor information, commercial proposals and project requirements to ensure contract terms adequately protect project interests and meet project schedule, quality and commercial requirements.
- Conduct supplier/subcontractor negotiations and provide commercial recommendations for management approval and contract award.
- Implement and monitor project procurement plans, ensuring contracts, purchase requirements and work schedules are aligned with overall project needs.
- Coordinate with relevant internal teams and suppliers to ensure timely procurement and contract execution.
- Monitor procurement progress and follow up on outstanding commercial or documentation matters to minimise potential impact on project schedule.
- Maintain proper procurement records, bid evaluations and supporting documentation in accordance with company procedures.
Requirements
- Bachelor's in Civil Engineering, Engineering, Procurement, Supply Chain, or a related discipline.
- Minimum 6 years of relevant experience in procurement, purchasing or subcontracting, preferably within the EPC / construction industry.
- Strong experience in supplier sourcing, quotation comparison, commercial evaluation and price negotiation.
- Experience in handling subcontract / contract procurement would be highly advantageous.
- Strong commercial awareness with the ability to assess pricing, project requirements and market conditions.
- Strong communication skills to effectively convey project information and coordinate with internal and external stakeholders.
- Strong strategic decision-making and problem-solving skills to address project challenges and optimise procurement outcomes.
- Excellent organisational and interpersonal skills with the ability to manage multiple suppliers, stakeholders and project requirements.
