Job Description:

Seize your opportunity to make a strategic, program‑level impact as a Senior Product Manager supporting the Centers for Medicare & Medicaid Services (CMS). GDIT plays a leading role in managing and modernizing data warehouse infrastructure for CMS. We architect, implement, modernize, and provide operations support for large data repositories in the cloud and on‑premises.

The Senior Product Manager will be accountable for the direction, roadmap, and successful delivery of one or more CMS data and analytics product lines, overseeing multiple teams and initiatives. This role translates CMS business and technological goals into tactical plans and deliverables, drives cross‑functional alignment, and ensures efficient execution of complex technical initiatives across the on‑premise and cloud data warehouse environments.

HOW YOU WILL MAKE AN IMPACT

Product Strategy, Scope & Direction

  • Set the vision, direction, goals, and strategic objectives for a specific product or product line within the CMS data warehouse and analytics portfolio (e.g., IDR, cloud data platform, analytic data products).
  • Translate CMS program and business objectives into a coherent product strategy and multi‑release roadmap, aligning on‑premise and cloud modernization efforts.
  • Coordinate all major initiatives to advance product capabilities, ensuring alignment with CMS stakeholders, data governance, security, and enterprise architecture.
  • Maintain current knowledge of relevant technology and industry developments (cloud, agile/SAFe, data platforms, analytics, regulatory changes) and incorporate them into product planning and prioritization.

Portfolio, Release & Execution Management

  • Oversee multiple teams, projects, or programs, ensuring they are aligned to product goals and delivering incremental value to CMS.
  • Manage the overall release process, working across departments (product, development, QA, operations, security, infrastructure) to ensure “market‑ready”/mission‑ready products that meet time‑to‑market and quality requirements.
  • Lead the release planning process and own the definition of the “product contract” for each release—scope, objectives, success criteria, dependencies, and risk posture.
  • Create long‑ and short‑term plans for the product line, including setting targets for milestones and adhering to deadlines across multiple initiatives.
  • Adjust schedules, scope, and targets across projects and releases as requirements, priorities, or regulatory drivers change, balancing delivery risk and value.

Requirements, Design & Delivery

  • Solicit, define, and manage complex business and system requirements and scope for CMS projects and product lines, ensuring alignment to the overarching product strategy.
  • Collect and perform analysis on information from system users, CMS business owners, and other stakeholders to formulate the scope and objectives of systems with limited supervision.
  • Work closely with the development team to facilitate initial development design sessions for major product initiatives, ensuring technical feasibility and alignment with CMS architectural standards.
  • Work closely with the test/QA team to ensure that requirements are implemented and tested as written, and that regression and release testing support reliable delivery.
  • Perform quality control on the product and associated projects throughout development and release cycles to maintain expected standards and compliance.
  • Gather and disseminate product and project information on a regular basis, documenting team agreements, sprint plans, release plans, product decisions, and retrospectives.

Stakeholder Management & Communication

  • Interact with internal and external stakeholders, including CMS business owners, program leadership, developers, scrum team members, data architects, and operations staff.
  • Conduct meetings with clients to gather information needed to drive product direction and complete team deliveries.
  • Create and deliver clear, compelling presentations to CMS clients and other stakeholders, communicating roadmap, status, risks, trade‑offs, and outcomes.
  • Proactively resolve conflicts, negotiate priorities across teams and stakeholders, and escalate appropriately as needed to maintain alignment and momentum.
  • Make effective, data‑driven decisions when presented with multiple options for how to progress, clearly articulating rationale and impact.

Leadership, Resource Planning & Team Development

  • Lead through collaboration, driving cross‑functional alignment and ensuring efficient execution of technical initiatives across multiple agile teams.
  • Oversee resource planning, capacity management, and prioritization across teams to optimize operational processes and support high‑value CMS projects.
  • Create an environment of team spirit, accountability, and excitement around what is being delivered to support Medicare and Medicaid beneficiaries.
  • Delegate tasks and responsibilities across teams to scrum team members, Product Owners, Business Analysts, and technical leads best positioned to complete them, while maintaining overall accountability for outcomes.
  • Mentor managers, technical leads, and other exempt professionals, fostering consistent performance and promoting best practices across multiple functions.

WHAT YOU’LL NEED TO SUCCEED

Education

  • BA/BS in Computer Science or related technical discipline, Information Systems, Engineering, Business, or a related field; or the equivalent combination of education, technical certifications/training, or work experience.

Required Experience

  • 10+ years of Business Analyst and/or Product Management experience, with significant experience in a senior or lead role overseeing multiple teams or product lines.
  • Demonstrated experience managing complex, multi‑team initiatives or product portfolios in a technology‑driven environment.
  • Prior experience in a CMS environment with Medicare/Medicaid claims and associated data.

Required Technical Skills

  • Extensive experience in soliciting, defining, and managing business and system requirements for large‑scale data, analytics, or platform products.
  • Experience overseeing release planning and execution across multiple teams or components.
  • Strong familiarity with databases and data warehouses, including on‑premise and cloud‑based solutions.
  • Ability to understand and communicate technical concepts (data architecture, cloud, integration, security) to both technical and non‑technical audiences.

Required Skills and Abilities

  • Excellent customer service and communication skills, including presenting to all levels of leadership (internal and CMS).
  • Strong problem‑solving, strategic thinking, and decision‑making abilities.
  • Demonstrated experience with the Agile framework (Scrum, SAFe, Kanban) and leading cross‑functional agile teams.
  • Proven ability to lead through influence, foster collaboration, and manage stakeholders in a matrixed environment.
  • Experience mentoring or managing managers, technical leads, or senior professionals.

Preferred Skills

  • Experience with AWS Cloud computing and cloud‑native data services.
  • Ability to query databases using SQL and/or similar querying languages.
  • Experience with Integrated Data Repository (IDR) and other CMS data warehouse projects.
  • Experience optimizing operational processes and working with DevOps/CI‑CD pipelines.
  • Product management or agile leadership certifications (e.g., CSPO, SAFe POPM, PMP).

Security Clearance Level

  • Requires ability to pass a CMS background check and meet the residency requirement of having lived in the U.S. at least three (3) out of the last five (5) years.

The likely salary range for this position is $149,469 - $190,900. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
