Position Overview
The Government Services Integration Cluster is seeking a Senior Product Manager responsible for product planning and execution throughout the product lifecycle. The successful candidate will translate customer and business needs into a clear product vision and strategy, prioritize product requirements, work closely with technical and engineering teams, and drive products from strategy and planning through deployment and launch.
The Product Manager will work with internal stakeholders, external partners, customers, executives, engineering teams, and other product management professionals to ensure products align with organizational strategy, customer needs, and business objectives.
Key Responsibilities
  • Own product planning and execution throughout the complete product lifecycle.
  • Gather, analyze, and prioritize product and customer requirements.
  • Define and communicate the product vision.
  • Ensure products support the organization's overall strategy and goals.
  • Develop a deep understanding of the customer experience and customer needs.
  • Identify product gaps and opportunities for improvement.
  • Generate new product ideas and opportunities that can support growth and market share.
  • Develop strategies to improve customer experience and drive product adoption and growth.
  • Build internal and external buy-in for the product vision.
  • Develop product pricing and positioning strategies where applicable.
  • Translate product strategy into detailed requirements, product documentation, and prototypes.
  • Scope and prioritize activities based on business impact and customer impact.
  • Work closely with engineering and technical teams to deliver products efficiently, achieve quick time-to-market, and optimize available resources.
  • Drive product launches, coordinating with public relations, executives, product management teams, technical teams, and other stakeholders.
  • Evaluate promotional and communications plans to ensure alignment with product-line strategy and that product messaging is effectively conveyed.
  • Act as a product evangelist, building awareness and understanding of products among stakeholders and customers.
  • Represent the organization when engaging with customers to solicit feedback regarding products and services.
  • Manage competing priorities while ensuring deliverables are completed within established timelines.
  • Establish and maintain effective relationships with clients, stakeholders, technical teams, external partners, and other project participants.


Requirements

Mandatory General Skills & Experience
Candidates must demonstrate:
  • Experience delivering Market Requirements Documents (MRDs) and Product Requirements Documents (PRDs).
  • Experience developing MRDs/PRDs containing prioritized features and corresponding business justification.
  • Experience working with external third parties to assess partnership and licensing opportunities.
  • Experience planning and executing beta and pilot programs for early-stage products.
  • Experience working with early-stage products and samples and developing a strong understanding of the competitive landscape.
  • Strong ability to work as a team player in complex environments.
  • Demonstrated track record of meeting deadlines.
  • Ability to effectively manage competing priorities.
  • Demonstrated client relationship management experience.
  • Strong product planning, product strategy, requirements gathering, prioritization, stakeholder management, and product lifecycle management capabilities.
  • Ability to translate product strategy into detailed requirements and actionable deliverables.
  • Ability to collaborate effectively with engineering, technical, business, executive, customer, and external partner stakeholders.

1. Project Management – 35%
  • Product planning and lifecycle management.

  • Ability to scope and prioritize work based on business and customer impact.
2. Technical, Deployment and Project Integration Skills – 35%
  • Ability to work closely with engineering and technical teams.
  • Translating product strategy into detailed technical/product requirements.
  • Understanding of product deployment and integration activities.
  • Experience coordinating technical and business requirements.
  • Ability to support efficient delivery and quick time-to-market.
  • Experience with beta/pilot programs and early-stage product delivery.
  • Ability to integrate product objectives with broader organizational strategy and technical delivery.
3. Documentation Skills – 20%
  • Demonstrated experience developing MRDs and PRDs.
  • Ability to document prioritized product features and their justification.
  • Experience translating product strategy into detailed requirements.
  • Ability to develop and communicate product vision, strategy, requirements, and supporting documentation.
  • Experience developing product documentation and prototypes.
4. Public Sector Experience – 10%
  • Experience working within public-sector/government environments.
  • Understanding of public-sector stakeholders, processes, governance, and delivery environments.
  • Experience managing client relationships and requirements within a government or public-sector setting.
Ideal Candidate Profile
The ideal candidate will be a senior-level Product Manager with strong experience across product strategy, product lifecycle management, requirements management, stakeholder engagement, project management, technical integration, documentation, and product launches.
The candidate should be comfortable working directly with customers, executives, engineering teams, external partners, and cross-functional stakeholders. Strong experience with MRDs, PRDs, feature prioritization, beta/pilot programs, partnerships/licensing, competitive analysis, and customer experience will be particularly important.
