Senior Program Analyst / Deputy Program Manager supporting a CDC task order, coordinating 30+ staff across program evaluation, public health analysis, strategic planning, and project management workstreams with focus on scheduling, reporting, and stakeholder coordination.

BryceTech is seeking an experienced Senior Program Analyst / Deputy Program Manager to support the management and execution of a multidisciplinary program supporting the Centers for Disease Control and Prevention (CDC). The Deputy Program Manager will serve as the second-in-command for the Task Order and will work closely with the Program Manager to coordinate approximately 30+ professional staff across program evaluation, public health analysis, organizational performance, strategic planning, project management, process improvement, and training activities.

The Senior Program Analyst / Deputy Program Manager will provide hands-on support for program planning, performance management, staffing, schedule and deliverable tracking, risk management, quality control, stakeholder coordination, and development of executive-level briefings and reports. The position will also directly support CDC leadership and Government stakeholders and may assume Program Manager responsibilities when required.

Responsibilities

  • Support the Program Manager in the overall management and execution of the CDC Task Order
  • Serve as the Deputy Program Manager and provide continuity of leadership across all program workstreams
  • Coordinate activities across evaluation, public health analysis, organizational analysis, strategic planning, process improvement, project management, and training efforts
  • Develop, maintain, and monitor integrated program work plans, schedules, milestones, deliverables, and performance measures
  • Track program status, action items, risks, issues, dependencies, and resource requirements and ensure timely resolution
  • Support the Program Manager in managing staffing, workload distribution, resource allocation, and emerging priorities
  • Coordinate with task leads to ensure work products are completed accurately, on schedule, and in accordance with CDC requirements
  • Develop and maintain program management dashboards, trackers, schedules, and other management tools
  • Prepare monthly status reports, executive briefings, presentations, meeting materials, and other program deliverables
  • Facilitate program meetings, working groups, planning sessions, and stakeholder engagements
  • Document meeting outcomes, decisions, action items, responsibilities, and follow-up requirements
  • Analyze program performance and identify trends, risks, gaps, and opportunities for improvement
  • Provide analytical support to the Program Manager and CDC leadership on programmatic, organizational, and operational issues
  • Assist with development and implementation of strategic plans, program improvement initiatives, and organizational change activities
  • Support development of task-level work plans and approaches for emerging CDC priorities
  • Coordinate across technical and functional teams to ensure integration of project activities and deliverables
  • Assist in quality control and review of technical reports, analyses, presentations, briefings, and other deliverables
  • Support contractor personnel onboarding, training, performance monitoring, and professional development
  • Assist the Program Manager in identifying staffing requirements and maintaining appropriate workforce capacity
  • Serve as an escalation point for programmatic issues and assume Program Manager responsibilities when the Program Manager is unavailable
  • Support compliance with applicable HHS/CDC security, privacy, information management, and training requirements
  • Perform other program management and analytical activities as required to support CDC mission priorities

Required Qualifications

  • Bachelor's degree in public health, health administration, business administration, public policy, management, social sciences, or a related field
  • 8 years of relevant professional experience in program management, program analysis, project management, public health, organizational analysis, or a related field
  • Demonstrated experience supporting complex Federal Government or public health programs
  • Experience coordinating multiple projects, workstreams, deliverables, and stakeholder requirements simultaneously
  • Experience developing and maintaining program work plans, schedules, performance measures, status reports, and management documentation
  • Experience analyzing program performance, identifying issues and trends, and developing recommendations for improvement
  • Demonstrated ability to work with senior Government and organizational stakeholders
  • Strong written and verbal communication skills, including experience developing executive-level presentations, briefings, and reports
  • Demonstrated ability to lead cross-functional teams and coordinate work across multiple technical disciplines
  • Strong organizational, analytical, problem-solving, and interpersonal skills
  • Ability to work independently while supporting senior program leadership in a fast-paced environment

Preferred Qualifications

  • Master's degree in public health, health administration, public policy, business administration, or related field
  • Experience supporting CDC, HHS, NIH, FDA, CMS, HRSA, or other Federal public health organizations
  • Experience supporting CDC or HHS contracts, task orders, cooperative agreements, or other Federal programs
  • PMP, PgMP, or comparable program/project management certification
  • Experience with public health program evaluation and performance measurement
  • Experience with strategic planning, organizational assessment, change management, or process improvement
  • Experience managing or coordinating multidisciplinary professional services teams
  • Experience facilitating senior leadership meetings, working groups, and stakeholder engagements
  • Familiarity with Federal public health programs, policies, and operating environments
