SENIOR PROGRAM MANAGER (TALENT MANAGEMENT)
Position is located in the USDA Food Safety and Inspection Service, Administrative Operations, Office of Human Resources. Serving as a Senior Program Manager (GS-15), you will partner with internal districts and program areas to cultivate strategic relationships with academia, military, government, member organizations and the business community. You will lead cross-sector modernization and negotiate enterprise talent acquisition strategies to secure a robust public health workforce pipeline.
Formulate an enterprise talent management strategy to support current and evolving agency public health missions.
Oversee the enterprise lifecycle of talent management to ensure operational excellence across the organization.
Review agency hiring goals on a regular basis with senior leadership to maintain strategic alignment.
Architect new and enhanced organizational talent management initiatives essential to future agency operations.
Align workforce projections with food safety, scientific, and emergency response readiness priorities.
Oversee workforce forecasting initiatives that utilize predictive analytics to identify future talent shortages.
Evaluate complex data sets to identify emerging trends affecting recruitment, retention, and workforce readiness.
Advise USDA OHRM regarding classification impacts and government-wide talent initiatives.
Cultivate and maintain complex multi-sector relationships with federal, state, local, tribal, and foreign governments.
Negotiate enterprise talent strategies and secure agreements with professional organizations, the scientific community, military, and academic institutions.
Lead the enterprise implementation of talent management policy mandates and federal regulation changes.
Identify, track, and mitigate enterprise-wide hiring risks, including critical vacancy gaps and high-volume surge hiring demands.
Identify and mitigate workforce stability risks, including impending retirement cliffs and mission-critical occupational shortages.
