Senior Programme Manager
Summary
A 3-month contract (likely extended) via recruitment firm Brackenberry, working with a Pembrokeshire council as Senior Regeneration Programme Manager. Day to day: leading multi-million-pound capital and grant-funded regeneration programmes, providing governance, financial control and business cases, and acting as Senior Responsible Officer — no IT tech stack involved.

Rate of Pay: £27.79 - £36.43 per hour
Summary:
An experienced Senior Regeneration Programme Manager is required to support the Head of Property, Regeneration & Economic Development in delivering the Council's strategic regeneration agenda.
The role will provide senior leadership in the development, management and delivery of complex regeneration programmes and multi-million-pound capital projects, including schemes funded through Welsh Government, UK Government and other external funding streams.
Responsibilities:
- Lead the development, delivery and monitoring of key strategic capital and grant programmes.
- Lead the delivery of strategic regeneration priority programmes, ensuring alignment with corporate objectives and place-based strategies.
- Develop and maintain long-term regeneration programmes, business cases and delivery plans.
- Provide programme-level governance, reporting, assurance and financial control.
- Act as the Council's lead client representative or Senior Responsible Officer (SRO) for high-profile regeneration schemes.
Qualifications:
- Degree-level qualification or equivalent in urban regeneration, surveying, planning, construction, project management or a related discipline, with substantial relevant professional experience.
Essentials:
- Proven experience of successfully delivering complex regeneration, development or capital programmes.
- Strong project and programme management experience.
- Substantial experience of managing multi-million-pound budgets.
- Excellent stakeholder engagement, communication and negotiation skills.
- Strong understanding of planning, construction, procurement and regeneration policy frameworks.
