Senior Project Manager - #1591
Responsibilities
• Lead end-to-end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems.
• Collaborate with business units to understand operational needs and translate them into clear, detailed functional and technical specifications.
• Oversee system integration efforts, ensuring seamless interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services.
• Manage and coordinate user acceptance testing (UAT), ensuring that delivered solutions meet business requirements and quality standards.
• Provide technical guidance and mentorship to project team members.
• Monitor system performance, identify areas for improvement, and drive initiatives to enhance system reliability, security, and scalability.
• Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans.
• Manage relationships with external vendors and system integrators, ensuring deliverables are met on time, within scope, and within budget.
Experience Required
• Candidates should have at least five years of relevant experience in systems analysis, IT project delivery, or a related field, preferably within a large enterprise or public sector environment.
• Demonstrated experience in managing full project lifecycles, from requirements gathering to deployment and post-implementation support, is essential.
• Candidates should have solid hands-on experience in application development using technologies such as Java, JavaScript, Angular, SQL, and web and object-oriented programming frameworks.
• A good understanding of SDLC methodologies, whether waterfall, agile, or hybrid, is expected.
• Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks will be an advantage.

Your Qualifications
• A degree in Computer Science, Information Technology, Information Systems, or a related discipline from a recognised university is required.
• Possession of relevant professional certifications will be advantageous.
• Candidates with a strong track record of delivery and demonstrable technical competency in the required programming languages and development frameworks may be considered even if their academic background is in a different field.
