Senior Project Manager

The Opportunity:

The Ministry of Highways is seeking a highly motivated individual with excellent interpersonal and leadership skills to join the Construction Delivery team of the Provincial Construction Branch to work in Saskatoon.

Reporting to the Director, Construction Delivery as a Senior Project Manager, you will be responsible for directing,
managing and administering Ministry's construction projects within the province. Work will focus on managing construction delivery by internal resources and commissioning consultants to administer construction projects, and liaising with the consultants throughout the commissioned projects. Work will also include providing direction, support and mentoring for the Construction Delivery Project Managers and their teams and the provision of technical expertise related to contract management, reports, budget estimates, road designs, constructability and the provision of engineering services.

The successful candidate will represent or participate on behalf of the unit in the resolution of issues raised by private individuals, public agencies and external stakeholders. As a Senior Project Manager, you will support and act on behalf of the Construction Delivery Director at meetings, initiate changes in Ministry policies, specifications and procedures and lead or participate in Ministry task forces.

This position focuses primarily on consultant-led project delivery and is responsible for holding consultants, contractors, and team members accountable for project performance and results.

• Provides leadership to team to manage project quality and risks to meet project deadlines.
• Applies professional engineering concepts, principles, practices and standards used in the planning, design, construction and maintenance of the provincial highways and associated works to ensure the effective delivery of the ministry’s capital and preservation programs.
• Plans, organizes and collaborates with clients and stakeholders.
• Advises and participates in dispute resolution with contractor, consultants and stakeholders.
• Develops and documents technical standards and specifications related to pavement surfacing designs, road materials, laboratory and field testing, quality control and quality assurance.
• Assesses pavement surfacing designs and perform construction audits, constructability reviews and site investigations of various works.
• Provides technical advice on road material issues and surfacing matters to support the successful delivery of quality construction and rehabilitation projects.
• Researches innovative engineering solutions to issues concerning highways construction and preservation.
• Prepares technical reports, monitors and documents progress of surfacing and research activities, and delivers technical presentations and training.
• Participates in forecasting budget and schedules of project and programs that they and their staff manage.

Technical Knowledge and Skills:

• You must be registered as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS);
• Or possess an equivalent designation, with several years of extensive experience and knowledge of project management, asset management, maintenance and preservation, operations, design, construction, contract administration and contract law
• Limited licence from APEGS to practice Highway Design and Construction will be considered an equivalent qualification
