Senior Project Manager

Senior Project Manager on a 3-month part-time consultancy mission in Brussels, leading implementation and integration of European border management systems (EES, VIS, ETIAS) with heavy emphasis on ELK stack expertise, BI strategy, and regulatory compliance.
Mission Overview:
We are seeking a Senior Project Manager for a consultancy mission at a client site, representing Keystone Solutions. The candidate will lead the implementation, integration, and operational evolution of European border management systems, particularly the European Entry/Exit System (EES), VIS, ETIAS, and associated Business Intelligence platforms.
Main Responsibilities:
- Ensure governance, planning, and delivery of large-scale European IT projects.
- Guarantee regulatory compliance (GDPR, NIS2, EU requirements).
- Coordinate with Belgian authorities, technical partners, and European institutions.
- Manage scope, budget, planning, risks, and resources.
- Establish reporting and governance mechanisms.
- Oversee integrations between European systems and national platforms.
- Lead operational preparation, testing, and deployments.
- Monitor security, audits, and compliance assessments.
- Define BI strategies and KPIs.
- Supervise executive and operational dashboards.
- Transform business needs into actionable indicators and analyses.
- Ensure data governance and quality.
- Expertise in ELK and observability.
- Manage Elasticsearch architecture, retention, and performance.
- Handle Logstash for data ingestion and transformation.
- Create dashboards, monitoring, and reporting with Kibana.
- Detect anomalies, analyze trends, and ensure observability.
Candidate Profile:
- Master's degree in Computer Science, Engineering, or equivalent experience.
- Minimum of 10 years of experience in IT project management.
- Proven experience (minimum 5 years) in governmental, security, or critical infrastructure environments is a plus.
- In-depth knowledge of EES, VIS, SIS, ETIAS systems and interoperability.
- Excellent communication and stakeholder management skills.
- Technical skills in Power BI, Tableau, Grafana.
- Experience with ELK Stack (Elasticsearch, Logstash, Kibana).
- Familiarity with Linux, Windows Server, Docker, APIs, hybrid Cloud.
- Knowledge of DevOps, CI/CD, and secret management (Vault or equivalent).
- Fluent in French, Dutch, and English (oral and written).
