Position Overview
The Government Services Integration Cluster is seeking a Senior Project Manager/Leader to provide hands-on project management leadership for large-scale, complex, high-profile, and high-risk OPS GovTechON initiatives, with a strong focus on PeopleSoft HCM and ERP-related projects.
The successful candidate will lead project delivery from planning through implementation and close-out, ensuring that project deliverables meet business requirements within scope, schedule, budget, quality, cost-effectiveness, efficiency, and OPS compliance requirements.
This role requires a hands-on Project Manager with demonstrated experience leading multiple large ERP projects valued at $5M+, significant PeopleSoft HCM expertise, and experience implementing PeopleSoft Fluid and Classic Plus user interfaces, PeopleTools, and PUM upgrades.
Key Responsibilities
  • Provide project management leadership for large-scale, complex, high-profile, and high-risk OPS GovTechON initiatives.
  • Ensure project deliverables meet client business requirements within scope, schedule, budget, quality, and compliance expectations.
  • Lead organizational development, strategy development, business planning, and Ministry funding requests.
  • Gather and develop requirements to create and maintain detailed project schedules and/or integrated project plans.
  • Develop, manage, and monitor project schedules, milestones, deliverables, dependencies, and scope.
  • Monitor and forecast project costs and provide financial reporting and recommendations to ensure project targets are achieved.
  • Develop complex project budgets involving multiple funding channels and cross-Ministry dependencies.
  • Manage large project budgets while maintaining strong fiscal control and accountability, including estimates, forecasts, reconciliation, and confirmation of actuals.
  • Lead project teams and ensure deliverables are completed on time and in accordance with government and Ministry standards.
  • Promote I&IT project management best practices and adherence to established methodologies and frameworks.
  • Coordinate and monitor project processes and develop, document, and communicate project guidelines and procedures.
  • Source, select, and onboard project team members across multiple disciplines.
  • Clearly define roles, responsibilities, tasks, deliverables, and performance expectations for both OPS unionized employees and Fee-for-Service (FFS) consultants.
  • Resolve resourcing issues and interpersonal conflicts and negotiate changes to project resources as required.
  • Ensure knowledge is effectively shared across project teams and that project objectives and deliverables remain aligned.
  • Proactively identify potential project risks and issues and develop appropriate mitigation strategies before impacts occur.
  • Articulate and prioritize risks and issues at senior executive levels and recommend mitigation strategies to decision makers.
  • Establish and participate in steering committees, stakeholder forums, and governance meetings.
  • Provide project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels.
  • Manage stakeholder expectations and provide timely project updates.
  • Identify and address potential conflicts between project and functional areas.
  • Apply appropriate change management strategies to overcome resistance to change and support successful adoption throughout all project stages, including concept, definition, planning, implementation, and close-out.
  • Promote OPS I&IT standards and project management best practices to support system quality, methodology adherence, and effective use of I&IT resources.
  • Manage project monitoring activities, anticipate and troubleshoot issues, resolve problems, and provide ongoing project-management expertise.
  • Make recommendations regarding the acquisition of software, hardware, and technology resources where required.


Requirements

Mandatory Skills & Experience
Candidates must demonstrate the following:
1. Large-Scale ERP Project Management – 30%
  • Hands-on experience as a Project Manager leading multiple large-scale ERP projects valued at $5M+.
  • Demonstrated ability to manage complex, high-profile, high-risk projects from initiation through implementation and close-out.
  • Strong experience managing project scope, schedule, budget, resources, risks, issues, dependencies, and deliverables.
2. PeopleSoft HCM – 25%
  • Significant expertise and hands-on experience with PeopleSoft HCM applications.
  • Extensive experience managing PeopleSoft-related projects or other HCM projects in a Project Manager capacity.
  • Demonstrated understanding of PeopleSoft HCM implementations, upgrades, integrations, and related project delivery activities.
3. PeopleSoft Fluid, Classic Plus, PeopleTools & PUM – 25%
  • Hands-on experience implementing PeopleSoft Fluid user interfaces.
  • Hands-on experience implementing PeopleSoft Classic Plus user interfaces.
  • Experience implementing and managing PeopleTools upgrades.
  • Experience implementing and managing PeopleSoft PUM (PeopleSoft Update Manager) upgrades.
  • Ability to manage technical teams and project deliverables associated with PeopleSoft application upgrades and implementations.
4. Microsoft Azure / RHEL / Windows / Oracle – 10%
  • Experience working with the Microsoft Azure cloud platform.
  • Experience working with RHEL (Red Hat Enterprise Linux) and/or Windows operating systems in enterprise project environments.
  • Experience working with Oracle Database environments.
  • Ability to manage projects involving enterprise cloud, application, operating-system, and database technologies.
5. Public Sector Experience – 10%
  • Demonstrated experience working in a public sector environment.
  • Experience managing projects involving government stakeholders, policies, standards, governance, and compliance requirements.
  • Prior OPS/public-sector experience with HCM/PeopleSoft-related project work is highly desirable.
General Qualifications
  • Extensive experience as a Senior Project Manager / Project Leader.
  • Extensive experience managing complex ERP and/or HCM implementations.
  • Strong PeopleSoft HCM project delivery experience.
  • Demonstrated experience with PeopleSoft Fluid and Classic Plus, PeopleTools, and PUM upgrades.
  • Strong understanding of enterprise technology environments involving Azure, RHEL/Windows, and Oracle Database.
  • Experience managing large budgets, complex schedules, multidisciplinary teams, risks, issues, dependencies, and executive-level reporting.
  • Strong stakeholder management, communication, negotiation, conflict-resolution, and change-management skills.
  • Experience working within structured government/public-sector governance environments.
Desirable Skills
The following are considered assets:
  • Knowledge and understanding of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK).
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
  • Ability to make recommendations concerning the acquisition of software, hardware, and technology resources.
  • Experience managing and coordinating project monitoring activities, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and improving project effectiveness.
  • Ability to identify conflicts between project and functional areas and develop appropriate responses.
  • Strong client relationship management skills, including managing expectations, providing updates, and identifying potential conflicts between project and functional areas.
  • Prior Ontario Public Service/public-sector experience involving PeopleSoft HCM projects is highly desirable.
