Senior Project Manager/Leader
Summary
Senior Project Manager/Leader for Ontario Public Service I&IT initiatives, 100% onsite in Toronto on a contract ending March 2027. Leads large, multi-year, multi-million-dollar public-sector IT projects end to end — scope, budget, stakeholders, deployments, QA, and procurement — using Agile/Scrum, ITIL, MS Project/Visio, Jira, and Oracle Siebel CRM.
- Provide senior-level project management and leadership for large-scale, complex, high-profile, and high-risk OPS I&IT initiatives.
- Lead projects across the full project lifecycle, from initiation and planning through implementation, deployment, transition, and closure.
- Manage project scope, schedule, budget, resources, risks, issues, changes, dependencies, and deliverables.
- Manage and coordinate stakeholders across business and I&IT teams.
- Lead multi-year, multi-million-dollar projects and ensure effective financial and resource management.
- Validate financial forecasts and cost assumptions and provide ongoing reconciliation of project resources and expenditures.
- Define, formulate, and validate business and technical requirements, business problems, business objectives, product visions, goals, and expected outcomes.
- Assign resources and maintain project backlogs, in-progress tasks, and completed deliverables using project and collaboration tools.
- Collaborate with business, IT, legal, policy, communications, and privacy teams.
- Plan and coordinate business, operational, and information technology deliverables required for successful initiative delivery.
- Lead and coordinate technology deployment and rollout activities.
- Coordinate end-to-end electronic solution delivery, including underlying technologies, processes, environments, and dependencies.
- Lead and facilitate QA activities and processes.
- Lead, facilitate, and initiate large-scale technology infrastructure procurements.
- Prepare and maintain project documentation, business cases, privacy documentation, financial documentation, communications documentation, and IT documentation.
- Support Requests for Service, Requests for Information, Privacy Impact Assessments, Threat Impact Assessments, and related project documentation.
- Apply appropriate software development methodologies, including Agile/Scrum and scalable Minimum Viable Product (MVP) approaches.
- Apply public-sector ITIL processes, including incident management, release management, problem management, and support models.

- 10+ years of integrated enterprise project management experience across business and I&IT teams.
- Demonstrated experience managing multi-year, multi-million-dollar budget projects.
