Senior Manager – Project Management
Job Purpose
Lead and oversee the planning, execution, delivery, and completion of property development projects to ensure successful delivery within approved timelines, budgets, quality standards, statutory requirements, and business objectives. The role is responsible for managing the entire project lifecycle, from design development and authority approvals through construction, handover, and defect liability management.
Key Responsibilities
Project Planning & Development
Lead project planning, design development, and value engineering initiatives to optimize cost efficiency, product quality, and marketability.
Coordinate with internal stakeholders, consultants, and relevant authorities to secure timely approvals and ensure project readiness.
Review project feasibility studies, development strategies, and implementation plans in line with business objectives.
Monitor project budgets, development costs, and cash flow projections throughout the project lifecycle.
Project Execution & Delivery
Oversee all phases of project implementation, from pre-construction through completion, handover, and defect liability period.
Lead consultants, contractors, and project teams to ensure projects are delivered within approved timelines, budgets, and quality standards.
Monitor construction progress, identify project risks, and implement mitigation or recovery plans where necessary.
Resolve technical, contractual, and operational issues arising during project execution.
Ensure compliance with approved drawings, specifications, statutory requirements, and contractual obligations.
Manage the CCC, Vacant Possession (VP), handover, and defect liability processes.
Stakeholder & Contract Management
Manage consultants, contractors, service providers, and regulatory authorities to achieve project objectives.
Chair project meetings and provide regular updates to management on project progress, key milestones, and potential risks.
Evaluate contractor performance and recommend improvement or corrective actions where required.
Support tender evaluations, contract negotiations, and the appointment of consultants and contractors.
Cost, Quality & Risk Management
Drive value engineering and cost optimization initiatives without compromising quality and product positioning.
Ensure effective cost control, variation order management, and final account settlement.
Establish and maintain project quality standards throughout the development lifecycle.
Identify project risks and implement appropriate mitigation strategies.
Leadership & Team Management
Lead, mentor, and develop Project Managers, Project Executives, and site teams.
Foster a high-performance culture emphasizing accountability, collaboration, and continuous improvement.
Support talent development, succession planning, and capability building within the department.
Compliance, Safety & Governance
Ensure compliance with statutory requirements, building regulations, environmental standards, and company policies.
Implement and uphold Quality, Environmental, Safety & Health Management System (QESHMS) requirements.
Ensure compliance with ISO 9001, ISO 14001, ISO 45001, local regulations, codes of practice, and legal requirements.
Promote a strong safety culture and maintain a safe working environment across project sites.
Requirements
Degree in Civil Engineering, Construction Management, Architecture, Quantity Surveying, or a related discipline.
Minimum 12–15 years of experience in property development and project management.
Proven track record in managing township, mixed development, commercial, and/or high-rise residential projects.
Strong exposure to the full project lifecycle, including planning, authority approvals, construction, VP, and defect management.
Experience in consultant, contractor, and stakeholder management.
Strong leadership, communication, and decision-making capabilities.
Familiarity with local authority approval processes and regulatory requirements.
Experience in Johor property development projects will be an added advantage.
Knowledge of QESH management systems, HIRARC, ESH legal requirements, and EHS practices is an added advantage.
