Senior Resident Engineer (C&S/ MEP)

PURPOSE OF THE JOB

WSP is looking for a Senior Resident Engineer.

MAIN RESPONSIBILITIES

Site Supervision and Quality Assurance

  • Thoroughly review and familiarize with the project organization structure, contract requirements, site conditions, construction drawings, specifications, Architectural, M&E, and Specialist shop drawings, and relevant authority requirements.

  • Supervise and monitor all construction activities to ensure works are executed in accordance with approved drawings, specifications, contract requirements, quality standards, and design intent.

  • Conduct regular site inspections and surveillance to verify workmanship quality, compliance with approved materials, and adherence to project quality standards.

  • Maintain a comprehensive Site Diary recording daily activities, inspections, instructions, incidents, significant events, and site observations.

  • Ensure contractors implement approved construction methodologies and comply with manufacturers' installation requirements, quality standards, and project-specific requirements.

  • Monitor and verify that construction works meet the stringent quality and reliability requirements expected of a mission-critical data centre facility.

Technical Review and Document Control

  • Review and monitor contractors’ submissions, including shop drawings, method statements, technical submittals, material approvals, inspection requests, samples and testing procedures.

  • Ensure timely submission, review, and approval of all technical documentation to support construction and commissioning activities.

  • Verify that only the latest approved drawings and documents are used on site and ensure superseded documents are withdrawn from use.

  • Identify and escalate discrepancies, conflicts, or omissions between design documents, specifications, site conditions, and installation requirements.

  • Maintain accurate and up-to-date records of RFIs, technical clarifications, site instructions, NCRs, and project correspondence.

Construction Progress and Programme Monitoring

  • Monitor construction progress against the integrated master programme, key project milestones and project delivery objectives.

  • Verify contractors' progress reports and assess progress payment applications based on completed works and materials delivered to site.

  • Proactively identify potential delays, constraints, and execution risks, recommending mitigation measures to the Project Manager.

  • Review and verify contractors’ progress reports and present the report to the PM in such format that the progress payment claim by the Contractor can be easily evaluated.

  • Monitor contractors' manpower, resources, and work sequencing to support timely project delivery.

Site Coordination and Interface Management

  • Coordinate and resolve site-related issues among civil, structural, architectural, mechanical, electrical, telecommunications, security, controls, and specialist vendor teams.

  • Facilitate effective communication among contractors, subcontractors, consultants, client representatives, and authorities.

  • Identify and manage interface risks that may affect construction quality, programme, commissioning activities, or operational readiness.

  • Attend and actively participate in site coordination meetings, technical workshops, design review sessions, progress meetings, and client meetings.

  • Escalate matters with potential cost, schedule, quality, safety, or operational impacts to the Project Manager for resolution.

Inspection, Testing and Commissioning

  • Witness inspections, testing, pre-commissioning, commissioning, and integrated systems testing activities to ensure compliance with project requirements and approved procedures.

  • Verify inspection and test results against design criteria, specifications, and performance requirements.

  • Monitor contractors' close-out of defects, deficiencies, punch list items, and non-conformance reports.

  • Support commissioning readiness reviews and ensure construction completion aligns with testing and commissioning schedules.

  • Ensure all systems are adequately documented, tested, and handed over in accordance with client and project requirements.

Safety, Health, Environment and Security

  • Promote and enforce compliance with workplace safety regulations, project-specific EHS requirements, the client’s safety standards, and SHEQ policies.

  • Monitor contractors' safety performance and ensure that all works are carried out safely and responsibly.

  • Report unsafe conditions, incidents, near misses, and accidents immediately and participate in investigations where required.

  • Verify that contractors maintain proper housekeeping, site security, environmental controls, and protection of completed works.

  • Ensure appropriate precautions are implemented for the handling, storage, installation, testing, and preservation of materials, equipment, and testing instruments.

Project Close-Out and Handover

  • Compile and maintain records of inspection reports, test certificates, material certifications, commissioning records, and as-built documentation.

  • Prepare and manage outstanding works registers, defect registers, and punch lists through to final closure.

  • Support authority inspections and ensure construction works are completed and ready for statutory approvals.

  • Verify completeness and accuracy of handover documentation, including O&M manuals, as-built drawings, warranties, and asset information.

  • Assist in achieving successful project turnover and operational readiness milestones in accordance with the client expectations.


QUALIFICATIONS & EXPERIENCE

Essential Requirements

  • Registered Resident Engineer with the Institution of Engineers Singapore (IES) and/or Association of Consulting Engineers Singapore (ACES).

  • Bachelor's Degree in Civil & Structural Engineering, Mechanical Engineering, Electrical Engineering, or a related engineering discipline.

  • Minimum 15 years of relevant site supervision experience in large-scale building, industrial, infrastructure, or mission-critical projects.

  • Strong understanding of construction practices, quality assurance processes, testing and commissioning procedures, and relevant Singapore codes and regulations.

  • Excellent communication, coordination, problem-solving, and stakeholder management skills.

Preferred Requirements

  • Experience in hyperscale data centre, mission-critical, semiconductor, healthcare, manufacturing, or similarly complex projects.

  • Familiarity with BIM-enabled construction coordination and digital project delivery workflows.

  • Experience managing multidisciplinary interfaces involving civil, structural, architectural, MEP, telecommunications, and specialist systems.

  • Understanding of commissioning processes, integrated systems testing (IST), and operational readiness requirements for critical facilities.

  • Strong commitment to quality, safety, schedule performance, and client satisfaction.
