The Opportunity:

CACI is seeking a Senior Resource Manager for the Global Mission Operations Support (GMOS) contract, supporting the Department of State. This role offers a unique opportunity to enhance national security through advanced IT solutions. The GMOS contract aims to provide world-class IT support by modernizing and maintaining applications and infrastructure using an integrated IT Service Management approach. Responsibilities:

  • Develops, submits, and maintains comprehensive Quarterly Spend Plans projecting contract spending for subsequent 12 months across all active and upcoming option periods

  • Manages end-to-end resource planning and allocation activities, including labor mix optimization, workforce forecasting, and cost management across all task areas

  • Analyzes resource utilization trends and performance metrics to identify optimization opportunities, recommends staffing adjustments, and support cost efficiency initiatives

  • Develops and implements resource management strategies that align workforce skillsets and staffing levels with program objectives and modernization efforts

  • Leads preparation of Program Management Plan resource components including staffing models, organizational structures, and resource loading across the enterprise WBS

  • Coordinates resource planning for transition activities, ensuring seamless personnel onboarding, knowledge transfer, and operational readiness within established timelines

  • Provides strategic guidance on resource-related risks, develops mitigation strategies, and ensures minimal disruption to schedule, scope, and cost objectives

  • Manages Key Personnel substitution processes, ensuring proposed replacements meet qualification requirements and maintain continuity of services without performance degradation

  • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments, plans and leads major technical assignments, and functions as a technical expert across multiple project assignments; may supervise others

Qualifications:

Required –

  • BA/BS degree and 8+ years of relevant resource management, workforce planning, program management, financial management, or related experience; equivalencies considered.

  • Active Secret clearance.

  • Demonstrated experience managing resource planning, workforce forecasting, staffing models, and labor allocation for large, complex programs or enterprise environments.

  • Experience developing and maintaining spend plans, labor forecasts, resource projections, and cost analyses aligned with program budgets, schedules, and contractual requirements.

  • Demonstrated experience analyzing resource utilization, staffing levels, labor mix, vacancies, and performance trends to identify risks and recommend corrective actions.

  • Experience aligning workforce skillsets, staffing levels, and labor categories with program requirements, workload projections, and evolving mission priorities.

  • Experience supporting program financial management, including forecasting, variance analysis, cost tracking, and identification of resource-related impacts to budget and schedule.

  • Demonstrated experience developing staffing plans, organizational structures, resource-loaded plans, and workforce reporting across multiple workstreams or task areas.

  • Experience supporting contract transitions, workforce ramp-up/ramp-down, personnel onboarding, and resource readiness activities within defined program timelines.

  • Demonstrated ability to identify and manage resource-related risks, including staffing gaps, skill shortages, attrition, cost pressures, and schedule impacts.

Desired –

  • Prior experience supporting large Federal Government contracts, particularly the Department of State.

  • Experience managing resources within large-scale IT operations, modernization, or IT service delivery programs.

  • Experience supporting Key Personnel management, labor category compliance, staffing requirements, and contract transition activities.

  • Familiarity with Work Breakdown Structures (WBS), Earned Value Management (EVM), program financial reporting, and Federal contract cost management.

  • Experience with ServiceNow, workforce/resource management platforms, financial management systems, or comparable enterprise tools.

  • PMP, ITIL 4, or other relevant program/resource management certification.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$78,700 - $165,200
