Senior Specialist Industrial Engineering (Back End Academy)

In this role, you will partner closely with Operations, Engineering, Quality, Human Resources, Learning & Development (L&D), and other functional academies to define competency standards, proficiency models, assessment methodologies, and workforce development strategies. You will ensure organizational capabilities evolve in line with business objectives, technological advancements, operational excellence initiatives, and future workforce requirements.

In addition, you will drive digitalization initiatives, leverage data analytics to enhance learning effectiveness, and support competency development through innovative training solutions and knowledge management platforms.

You will play a pivotal role in driving the future readiness of Backend Operations by building organizational capabilities, enabling digital transformation, and cultivating a highly competent workforce that can meet current and future business demands.

Key Responsibilities

Competency Framework Management

Develop, maintain, and continuously enhance competency frameworks, skill taxonomies, and proficiency matrices across Backend functions and engineering disciplines.

Define technical and behavioural competency standards, including proficiency levels, performance indicators, evidence requirements, and assessment criteria.

Collaborate with functional stakeholders to establish competency profiles aligned with business and operational requirements.

Support the development and implementation of New Employee Training Programs (NETP) and structured learning pathways.

Partner with functions to define and deploy mandatory technical training curricula and certification requirements.

Conduct periodic reviews to ensure competency frameworks remain relevant to evolving technologies, industry trends, and organizational needs.

Training & Capability Development

Collaborate with Subject Matter Experts (SMEs) across global Backend sites to design, develop, and maintain technical learning solutions, including e-learning modules, microlearning content, and animation-based training materials.

Participate in the end-to-end learning development lifecycle, including project-based, sustaining, and ad-hoc learning initiatives.

Manage training catalogues and learning content repositories to ensure training materials remain current and accessible.

Coordinate training deployment activities and collaborate with HR and L&D partners to support training administration and execution.

Monitor competency development and training effectiveness, identifying opportunities for continuous improvement.

Digitalization & Advanced Analytics

Drive digital transformation initiatives supporting competency management, learning effectiveness, and operational excellence.

Enhance and scale existing KNIME workflows, Tableau dashboards, and competency management tools.

Monitor competency assessment progress and training compliance across engineering and operational functions.

Extract, analyze, and consolidate workforce capability data to develop meaningful insights and reports for management decision-making.

Partner with Operational Excellence (OE) teams, site representatives, and functional managers to review assessment outcomes and define capability development measures.

Develop user-centric dashboards and data visualization solutions that enable data-driven workforce planning and competency management.

Governance, Compliance & Change Management

Maintain and govern Backend Academy standards, specifications, competency frameworks, and related process documentation.

Conduct compliance reviews and audits to ensure competency assessments and learning processes adhere to established standards.

Manage framework version control and ensure timely communication of updates, changes, and best practices.

Support change management initiatives to drive adoption of competency programs and capability-building processes across Backend Operations.

Communication & Knowledge Management

Manage and enhance BE Academy digital communication platforms, including SharePoint, intranet portals, knowledge repositories, and internal communication channels.

Develop engaging learning and communication content, including videos, infographics, digital campaigns, and promotional materials.

Create multimedia materials supporting organizational initiatives such as AI@BE, Operational Excellence, Lean Transformation, Emerging Technologies, and capability development programs.

Promote awareness and engagement in competency development and learning programs across Backend Operations.

Project Management & Solution Ownership

Lead and manage competency, digitalization, productivity improvement, and benchmarking projects from concept development through implementation and sustainment.

Define project scope, objectives, deliverables, timelines, and stakeholder engagement plans.

Drive continuous improvement initiatives that enhance workforce effectiveness, learning efficiency, and operational performance.

Measure project outcomes and ensure sustainable value realization.

Stakeholder Management & Collaboration

Partner with global functions, site representatives, academies, HR, and Learning & Development teams to align competency and capability development strategies.

Facilitate workshops, competency calibration sessions, and stakeholder forums to drive alignment and consensus.

Establish productive relationships with technical experts and business leaders to ensure capability development initiatives meet organizational needs.

Benchmark industry best practices and incorporate leading methodologies into competency and learning frameworks.

Research, evaluate, and pilot emerging technologies, learning methodologies, AI tools, and digital solutions to enhance capability development.

Identify opportunities to simplify processes, eliminate non-value-added activities, and improve user experience.

Promote a culture of continuous learning, innovation, and knowledge sharing across Backend Operations.

Drive adoption of data-driven approaches to workforce capability planning and development.

Qualifications & Skills

Education

Bachelor's or Master's degree in Engineering, Industrial Engineering, Human Resources, Organizational Development, Learning & Development, or a related discipline.

Familiarity with AI-enabled solutions, digital transformation initiatives, and data-driven learning methodologies is an advantage

Experience

  • Relevant experience in semiconductor manufacturing, high-tech industries, operations excellence, competency management, learning & development, or workforce capability development.
  • Experience in developing and maintaining competency frameworks, proficiency models, assessment methodologies, or technical capability programs is preferred.
  • Experience managing cross-functional projects and collaborating with global stakeholders is highly desirable.

Technical & Professional Competencies

  • Strong understanding of competency management, workforce development, and organizational capability-building principles.
  • Experience with data analytics, reporting, and visualization tools such as Tableau, KNIME, Power BI, or similar platforms.
  • Strong analytical skills with the ability to convert workforce data into actionable insights and recommendations.
  • Knowledge of semiconductor manufacturing processes and engineering functions is an advantage.
  • Familiarity with e-learning platforms, digital learning technologies, and content development tools.
