Position Overview
Our client is seeking a Senior Systems Testing/QA Specialist to provide technical leadership and hands-on testing expertise for complex public-sector healthcare applications and tools.
The successful candidate will be responsible for planning, coordinating and executing comprehensive functional and non-functional system testing across iPHIS, OHISS, TIS and Inspections Tools. The role will support application enhancements, integrations, defect resolutions, routine and incident management, production releases and other mission-critical healthcare initiatives.
The Senior QA Specialist will work closely with developers, architects, product owners, business stakeholders and other project team members to develop effective test strategies and ensure applications meet quality, business and client acceptance requirements.
Key Responsibilities
  • Perform functional and non-functional system testing of iPHIS, OHISS, TIS and Inspections Tools, including program requirements, application integrations, enhancements and defect resolutions.
  • Provide ongoing testing support for routine and incident management activities involving public health units and program areas.
  • Develop complete testing documentation and artifacts, including test strategies, test plans, test cases/use cases, test scripts, automated test scripts, test results reports and defect logs.
  • Translate functional, business and system knowledge into effective test planning and execution.
  • Create test data according to established test plans.
  • Analyze test results, perform retesting and confirm expected outcomes.
  • Participate in walkthroughs and reviews with users and ensure client acceptance criteria are met.
  • Recommend changes where testing results do not meet required standards.
  • Retest implementation criteria in live/production environments and recommend user sign-off.
  • Work closely with developers, architects, product owners and other stakeholders to establish effective test plans based on feature and requirements documentation.
  • Provide QA and technical expertise to identify, track and resolve testing, production and IT-related issues.
  • Provide technical leadership, guidance and oversight to junior testers and coordinate testing activities across multiple work streams.


Requirements

Mandatory Qualifications & Experience
1. Public Sector & Healthcare Experience – Mandatory
Candidates must have:
  • 5+ years of experience working with federal, provincial or broader public-sector healthcare providers.
  • Knowledge of Public Sector Enterprise Architecture artifacts, processes and practices, with the ability to produce technical documentation aligned with industry standards.
  • In-depth knowledge of Project Management Institute (PMI) and public-sector I&IT project management methodologies.
  • Knowledge and experience working on public-sector health-related projects.
  • Knowledge and understanding of Ministry policies and IT project approval processes and requirements.
  • Experience adopting and adhering to:
    • Public Sector Unified I&IT Project Methodology
    • Public Sector Enterprise Architecture
    • Public Sector Gating Process
    • OPS Standard Systems Development Methodologies
  • Experience working on large, complex IT healthcare projects.
2. Senior QA & Systems Testing Experience – Mandatory
Candidates must have 7+ years of experience in the following:
  • Acting as a Lead Systems Testing/QA Specialist, providing guidance and oversight to junior testers.
  • Planning, organizing and implementing testing efforts, including preparation of test plans and coordination of test execution.
  • Knowledge and understanding of testing methods within an object-oriented environment.
  • All stages of system testing, including:
    • Test strategy
    • Testing tool selection
    • Test planning
    • Test case preparation
    • Test data preparation
    • Manual test execution
    • Automated test execution

  • Testing:

3. Application, Integration & Web Services Testing – Mandatory
Hands-on experience performing functional and non-functional testing of:
  • Commercial Off-the-Shelf (COTS) solutions, including:
    • Patches
    • New releases
    • Acceptance testing
    • Enhancement requests
    • Regression testing
  • In-house web applications.
  • HL7-FHIR-based web services.
  • RESTful / JSON / XML interfaces.
  • Application Programming Interfaces (APIs).
  • Reporting solutions.
  • Integration components.
  • Extensions and enhancements.
  • Product modules and cross-system integrations.
  • Ontario Health-related systems such as Client Registry, Provider Registry and Audit Services, or equivalent complex healthcare systems.
4. Security & Authentication Testing – Mandatory
Experience testing security components using:
  • SAML
  • JWT
Candidates must also be capable of producing and interpreting security and performance testing results for defect reviews with clients, partners and project teams.
5. Test Automation & Testing Tools – Mandatory
Experience with:
  • Developing automated test scripts using tools/frameworks such as Selenium.
  • Executing automated test scripts.
  • API testing tools for querying and testing interfaces at the messaging layer.
  • Web service testing using tools such as:
    • Rational ClearQuest
    • SOAP UI
    • Postman
    • Programming languages
  • Test management and defect tracking tools such as:
    • Jira
    • Confluence
    • TestRail.
6. SQL, Data & Information Retrieval – MUST HAVE
This is specifically identified as a MUST HAVE by the client.
Candidates must have:
  • Knowledge and experience with information retrieval packages.
  • Experience performing data queries and ad-hoc queries using SQL.
  • Knowledge of other query languages.
  • Ability to analyze and validate data to support system and application testing.
Candidates without strong SQL/data-query experience should not be submitted.
7. Accessibility Testing – Mandatory
Experience performing accessibility testing of:
  • Websites
  • Web content
  • Mobile applications
Candidates must understand WCAG 2.0 and have experience using tools that support web accessibility testing in accordance with AODA legislation.
8. Business Intelligence Testing – Mandatory
Experience testing Business Intelligence (BI) solutions, including:
  • Test planning and preparation.
  • Data setup and integration.
  • Validating BI data.
  • Testing predefined analytical reports.
  • Testing ad-hoc reporting tools.
  • Testing dashboards.
  • Validating:
    • Accuracy
    • Completeness
    • Data integrity
Candidates must also be able to review business and technical requirements from a testing perspective, including requirements related to BI solutions.
9. SDLC, Agile & DevOps – Mandatory
Candidates must have:
  • Knowledge and experience working within traditional and Agile teams.
  • Experience with standard DevOps processes and tools.
  • Knowledge and experience with at least one programming language.
  • Knowledge and experience across all phases of the Systems Development Life Cycle (SDLC).
  • Ability to review business and technical documentation from a testing perspective and identify issues early in the SDLC.
  • Knowledge and understanding of Information Management principles, concepts, policies and practices.
Defect Management & QA Governance
The successful candidate must have 7+ years of experience with:
  • Identifying and documenting issues and risks.
  • Creating and maintaining defect logs and defect summary reports.
  • Using defect/test management tools such as Jira, Confluence and TestRail.
  • Updating tasks and project status.
  • Participating in QA and cross-functional team meetings.

Ideal Candidate Profile
We are looking for a senior/lead-level QA professional who combines deep systems testing expertise with strong public-sector healthcare experience, hands-on automation, API/web-service testing, SQL/data validation, accessibility testing, BI testing and defect management.
The strongest candidates will have demonstrated experience delivering QA/testing for large, complex and mission-critical healthcare systems within a public-sector environment and be comfortable working onsite with multidisciplinary project teams.
Important Submission Requirements
