Talent Acquisition and Workforce Planning
- Manage end-to-end recruitment for technology, infrastructure, applications, cybersecurity, service desk and project-based positions.
- Work with clients and internal stakeholders to understand hiring requirements, workforce plans and deployment timelines.
- Develop sourcing strategies for specialised, high-volume and time-sensitive recruitment assignments.
- Source, screen and assess candidates based on technical suitability, employment eligibility, availability and client requirements.
- Manage interviews, offers, salary negotiations, documentation, onboarding and deployment.
- Maintain recruitment pipelines to support current requirements and anticipated workforce demand.
- Monitor recruitment metrics, including submission quality, interview conversion, offer acceptance, fulfilment rates and time to hire.
- Ensure recruitment activities comply with fair-employment practices and applicable regulations.
Client and Account Delivery
- Serve as the main operational contact for assigned client accounts.
- Manage day-to-day account delivery, workforce requirements, service expectations and escalations.
- Conduct regular client meetings and provide updates on recruitment progress, workforce status, risks and outstanding actions.
- Build effective working relationships with hiring managers, procurement teams, project managers and other stakeholders.
- Coordinate employee mobilisation, onboarding, access arrangements, redeployment and offboarding.
- Monitor contractual deliverables, service-level requirements and key performance indicators.
- Identify delivery risks and implement timely corrective or recovery measures.
- Support account retention, service expansion and the identification of additional workforce requirements.
- Prepare account reports, manpower updates and performance presentations for clients and management.
Essential Requirements
- Diploma or degree in Human Resources, Business, Information Technology or a related discipline.
- At least 7 years of relevant experience in recruitment, talent acquisition, staffing or workforce solutions.
- At least 3 years of direct experience managing client accounts or recruitment delivery for enterprise customers.
- Strong track record in recruiting technology professionals across multiple IT job families.
- Experience managing end-to-end recruitment, from requirement qualification and sourcing through offer management and deployment.
- Experience supporting project-based, outsourced or contract workforce operations.
- Demonstrated ability to manage multiple vacancies, deployed employees and client stakeholders concurrently.
- Strong understanding of recruitment metrics, service levels and account-performance reporting.
- Good knowledge of Singapore employment practices, fair-hiring requirements and PDPA obligations.
- Strong communication, negotiation, stakeholder-management and problem-solving skills.
- Able to manage operational escalations and work effectively under tight delivery timelines.
