ORGANIZATION SUMMARY

POSITION SUMMARY:

World Relief is seeking a Senior Technical Advisor (STA) for a three-year project in Malawi which will be funded by the Department of State. The overall objective of the project is to deliver cost-effective, high-quality integrated HIV, tuberculosis, maternal and child health, malaria and nutrition health services through government and a strengthened community and facility-based health worker networks using faith and community-based platforms, with a clear and time-bound plan to sustainably transition program activities to national and sub-national government and stakeholders.

The STA will provide technical leadership for Malawi project activities aimed at ensuring that supported faith and community-based services are well coordinated and integrated into government systems, strengthening the health system across community, facility, district, and national levels. The STA will liaise with FCI consortium global management team on technical and MEL related topics. The role supports strengthening the program model’s service provision, governance, supervision, quality assurance systems, supply chain management, and workforce systems to ensure they align with and integrate into Ministry of Health structures. This will include technical leadership of efforts to strengthen workforce development plans and ensure hub-and-spoke models adopt national guidelines and sustainable support supervision and training methodologies through District Health Management Teams. The STA will provide technical leadership to team who work design and accompany health systems strengthening interventions that improve access, quality of care, accountability, and sustainability, supporting transition to locally led service delivery models.

ROLE & RESPONSIBILITIES:

  • Provide technical support and guidance to team who work with government counterparts and implementing partners on health systems strengthening approaches, standards, and best practices aligned with national health strategies and donor requirements. Contribute to the application of HSS approaches in coordination with Malawi technical team and government stakeholders. Support alignment of faith based and community supported facilities with Ministry of Health policies, standards, and reporting requirements.
  • Oversee assessments with health facilities and district structures and contribute to the development of action plans addressing service delivery quality, supervision systems, human resources for health, and governance gaps. Lead team on technical assistance aimed at strengthening supervision systems, including joint supervision with district health management teams, performance review processes, and follow-up on agreed corrective actions.
  • Support technical assistance aimed at strengthening supply chain management systems by supporting facility and district level forecasting, ordering, stock management, and coordination with national supply systems.
  • Provide sub-partner relationships facilitation in topics related to program design, technical implementation and MEL.
  • Act as key liaison between Malawi country project and consortium global management team.
  • Strengthen the capacity of implementing partners and staff through trainings, mentoring, coaching, and development of practical tools related to health systems strengthening.
  • Support learning and adaptation by documenting lessons learned, contributing to operational reviews, and using routine data and assessment findings to inform continuous improvement.
  • Collaborate closely with project global partners monitoring, evaluation, accountability, and learning, systems integration, service delivery, and faith community mobilization colleagues to ensure integrated implementation.
  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

  • Ten (10) years of related professional experience required.
  • Master’s degree.
  • Strong understanding of health systems strengthening principles and practice.
  • Ability to analyze system gaps and translate findings into practical improvement actions.
  • Strong facilitation, mentoring, and relationship management skills.
  • Ability to work effectively across government, faith based, and community stakeholders.
  • Strong written and verbal communication skills.
  • Proficiency in standard office software and routine reporting tools.
