Senior Technical Advisor / Technical Program Manager

Position Summary

JBW Federal is seeking an experienced Senior Technical Advisor / Technical Program Manager to provide Advisory and Assistance Services (A&AS) supporting critical Department of Defense (DoD) and Intelligence Community (IC) programs.

This position will serve as a senior technical and programmatic advisor supporting the Department of the Air Force and will work closely with senior Government leadership, acquisition personnel, technical teams, Combatant Commands, Defense agencies, and interagency stakeholders.

The successful candidate will bring extensive experience in defense acquisition, technical program management, secure network environments, research and development, systems engineering, and life-cycle program execution.

Primary Responsibilities

  • Serve as a lead technical advisor to senior Government leadership, ensuring programs, projects, and technical solutions are mission-aligned, technically sound, and positioned to meet future requirements.
  • Provide technical leadership and oversight across initiatives involving advanced analytics, research and development environments, secure communications, and IT modernization.
  • Review and assess technical deliverables, engineering plans, and contractor proposals for mission effectiveness, technical feasibility, and risk.
  • Lead the engineering and planning of technical solutions in coordination with project managers, acquisition personnel, engineers, and other stakeholders.
  • Monitor contractor and program performance against technical requirements, DoD security requirements, schedules, and mission objectives.
  • Identify, evaluate, mitigate, and manage technical and programmatic risks.
  • Support and oversee secure R&D environments, including compliance with applicable DoD accreditation and cybersecurity requirements.
  • Provide strategic input supporting portfolio management, investment planning, and executive-level decision briefings.
  • Coordinate with Combatant Commands, Defense Support Agencies, and interagency partners in support of integrated mission capabilities across CONUS and OCONUS locations.
  • Support Government contract and technical oversight activities, including COR/TPOC-type responsibilities as required.
  • Prepare and contribute to technical documentation, program status information, briefings, recommendations, and other contract deliverables.

Required Qualifications

  • 20+ years of progressive technical and program management experience supporting DoD, Intelligence Community, or other federal agency missions.
  • Demonstrated senior-level technical advisory experience supporting complex defense or intelligence programs.
  • Experience supporting or working within SAF/CDM/CPO, SAF/CDMA, and the Intelligence Systems Support Office (ISSO).
  • Proven experience managing and maintaining accredited classified and unclassified network environments.
  • Strong understanding of the DoD acquisition lifecycle, requirements development, systems engineering, and mission-oriented R&D.
  • Experience with secure communications architectures, cybersecurity operations, and classified environments.
  • Experience providing technical and programmatic support to senior defense and intelligence organizations.
  • Demonstrated ability to communicate effectively with senior Government officials, military leadership, Combatant Commands, and interagency stakeholders.
  • Ability to support CONUS and OCONUS travel.
  • Ability to meet Top Secret clearance eligibility requirements within one year of contract award.

Preferred Qualifications

  • Active TS/SCI security clearance.
  • Previous COR or TPOC certification or equivalent contract oversight experience.
  • Familiarity with SAF/CDM, USD(I&S), and DoD CIO organizations and initiatives.
  • Previous OCONUS assignment, deployment, or international mission-support experience.

Work Location and Schedule

This is a full-time position requiring 40 hours per week. The position supports Government organizations at multiple locations and is expected to be co-located with the primary Government/team organization being supported.

Permanent telework is not authorized under the contract. Situational telework may be available when authorized in accordance with company policy and Government approval.

The position requires periodic travel, currently projected at approximately six CONUS and two OCONUS trips annually.
