Senior Technical Project Manager
ABOUT THE ROLE
The Senior Technical Project Manager owns end-to-end delivery of complex, often multi-workstream technology programs, managing scope, schedule, budget, risk, and executive-level stakeholder communication to ensure solutions are delivered on time, within budget, and to the required quality standard. This role provides delivery leadership across concurrent projects, mentors junior Project Managers, and works closely with Solution Architects, development, and QA teams to plan and coordinate delivery across the SDLC. The Senior Technical Project Manager acts as a trusted advisor to clients and senior stakeholders on delivery strategy, risk, and technology direction. Based in Singapore, the role may be required to be based at the customer's office during working hours, with occasional after-office-hours work to support releases, go-lives, or critical issues.
KEY RESPONSIBILITIES
Program & Portfolio Management
Manage a portfolio of concurrent projects or a multi-workstream program, ensuring consistency of delivery approach and reporting.
Set delivery standards, templates, and governance frameworks for the project management practice.
Provide delivery leadership and mentorship to junior and mid-level Project Managers, reviewing their plans and coaching on risk and stakeholder management
Project Planning & Scheduling
Define project scope, deliverables, milestones, and timelines aligned with business objectives
Develop and maintain project plans, resource plans, and schedules using standard project management tools
Identify risks and dependencies early, and build mitigation and contingency plans
Stakeholder & Client Management
Serve as the primary point of contact and trusted advisor for clients and senior stakeholders on program status, risks, and strategic direction
Lead steering committee meetings, executive status reporting, and escalations
Manage client expectations and align scope changes through formal change control
Support pre-sales and account teams with delivery input, effort estimation, and solution feasibility during scoping discussions
Team & Resource Management
Coordinate cross-functional teams, including developers, QA, Solution Architects, and Business Analysts
Allocate resources effectively across concurrent projects
Track team velocity and capacity, adjusting plans as priorities shift
Budget & Commercial Management
Track project budget, cost variance, and billing milestones
Manage vendor and subcontractor engagements and deliverables
Delivery & Quality Oversight
Ensure adherence to Agile/Scrum, Waterfall, or hybrid methodologies as appropriate to the project
Plan and oversee the test cycle end-to-end — SIT, UAT, and VAPT (Vulnerability Assessment & Penetration Testing) — ensuring test cases, entry/exit criteria, and sign-off are properly scoped and tracked
Coordinate UAT sessions and sign-off with QA, business users, and the client
Engage security/VAPT vendors where required, track remediation of findings, and ensure closure before go-live
Ensure documentation, handover, and post-implementation support plans are complete before release
Solution & Technology Oversight
Oversee delivery of cloud-hosted applications and services (AWS, Azure, or GCP), working with architects to ensure solutions are scalable, secure, and cost-effective
Oversee AI implementation workstreams — from use case definition through integration, testing, and rollout - partnering with Solution Architects on feasibility and design
Manage system integrations across applications, APIs, and third-party platforms, ensuring data flows and dependencies are mapped and tested
Coordinate delivery across multiple vendors and subcontractors, ensuring accountability, consistent quality, and alignment to the overall project plan
Act as the primary technical point of contact, able to represent the technology team credibly to clients, senior stakeholders, and steering committees
Risk & Issue Management
Maintain risk and issue registers, and drive resolution with clear ownership and timelines
Escalate blockers promptly, with options analysis and recommended course of action
REQUIRED QUALIFICATIONS
Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or a related field
8–12+ years of experience as a Technical Project Manager, Program Manager, or in a similar senior delivery leadership role
Demonstrated experience managing the full project lifecycle end-to-end, including complex or multi-workstream programs
Experience working with Agile/Scrum and/or Waterfall delivery models
Experience in tools are Jira, MS Project, Asana; with working understanding of Cloud (AWS/Azure/GCP), APIs, AI/LLM concepts, testing lifecycles, and SOW budgeting.
Experience managing client-facing engagements at senior/executive stakeholder level, ideally within a professional services or systems integration environment
Experience delivering projects involving cloud services, application integrations, and coordinating SIT/UAT/VAPT test cycles
Experience managing multiple vendors or subcontractors across concurrent engagements
Good written and spoken English required — minimum proficiency IELTS 6.5+ / TOEIC 800+ or demonstrated equivalent professional working proficiency
Able to represent the technology team confidently in front of clients and senior stakeholders, translating technical detail into business impact
Executive communication, cross-functional leadership, stakeholder negotiation, and PM mentorship.
Preferred Qualifications: PMP, PRINCE2, PgMP, CSM, or cloud foundational certifications.
