Site Engineer - Warehouse Construction

Job Purpose

Act as Company’s on-site client representative and project civil engineer for the construction of a new 15,000 SqM warehouse at the logistics park, interfacing directly between the engineering consultant, the contractor and Company as the client. Ensure the warehouse – including the pre-engineered building (PEB) steel structure, foundations, floors, external works and M&E interfaces – is delivered safely, on programme, within budget, to the agreed quality and in full compliance with design, statutory and operational requirements.

Scope of the Project

Construction of a new 15,000 SqM warehouse (single-span or multi-span as per the design) for cargo / warehousing / CFS-adjacent operations.

Pre-engineered building (PEB) steel superstructure, including primary framing, secondary members, roofing, wall cladding, gutters, downpipes and ventilation.

Reinforced-concrete foundations, footings, ground-floor slab (power-trowelled, jointed, tolerance-rated for racking / forklift operations), kerbs, hard-standing and dock levellers.

External works: yards, truck apron, approach roads, drainage, fencing, gatehouse tie-in and utility services (power, water, fire-fighting, sewer, ICT).

Coordination with M&E, fire-fighting, security, lighting, dock equipment and IT scope as required for an operational warehouse.

Key Responsibilities

• Act as the single point of contact and intermediary between client, the appointed engineering consultant and the contractor – for design, technical queries, site instructions, RFIs, change requests, progress, payments and handover.

• Attend and, as required, chair site progress meetings; issue agendas, minutes and action logs; follow up closure of every action with the responsible party.

• Review and approve contractor-submitted design drawings, shop drawings, method statements, material submittals, BOQs and programme – in coordination with the consultant and client.

• Hands-on supervision of all civil / structural works on site, with particular focus on pre-engineered building erection – anchor-bolt setting, primary & secondary steel erection, bracing, sheeting, roofing, cladding, flashings, trim and finishing.

• Supervise foundation, substructure and ground-floor slab works – setting out, excavation, PCC, RCC footings, pedestals, reinforcement, formwork, concrete quality (slump, cube tests), curing, floor flatness / level surveys and jointing.

• Coordinate and witness all stage-wise inspections with the consultant, contractor and third-party QA / testing agencies (concrete cube tests, soil compaction, steel weld inspections, bolt torque tests, NDT where applicable).

• Maintain the site instruction book, RFI register, variation / change-order register, drawing register, materials register and daily site diary.

• Conduct daily site walks; record progress in photos and written logs; raise site instructions, NCRs (non-conformance reports) and corrective-action requests as required.

• Verify and certify contractor’s interim valuations, measured works and payment applications against actual site progress and the contract terms.

• Review and recommend approval of change orders / variations, including cost and programme impact, to the management.

• Coordinate procurement logistics – material deliveries, storage on site, contractor manpower levels and equipment – to keep the works on programme.

• Coordinate all statutory approvals, permits and inspections with local authorities (city council, fire service, OSHE, utilities, ERB-related submissions) in cooperation with the consultant.

• Enforce site HSE standards in coordination with the Company Health & Safety Manager and the contractor’s safety officer (PPE, scaffolding, hot works, lifts, excavations, lifting operations, public safety).

• Coordinate with Operations / CFS teams so warehouse design and construction sequencing meet operational needs (racking layout, column grid, dock positions, clear height, lighting levels, floor loading, IT / power, security and fire systems).

• Manage the snagging / defects process during and after construction; track closure of outstanding items through to final handover.

• Coordinate and verify as-built drawings, O&M manuals, warranties, guarantees and training deliverables provided by the contractor and consultant at handover.

• Prepare and present regular project status reports to management – covering progress, cost, risks, claims, programme, safety, quality, weather impacts and key decision items.

• Manage risks, disputes and contractual correspondence between the parties; escalate to management where appropriate.

Qualification & Skills

• Bachelor’s Degree in Civil Engineering (BSc / BEng) from a recognised university; Master’s degree or PMP / PRINCE2 certification is an added advantage.

• Registered (or registerable) with the Engineers Registration Board (ERB) of Tanzania.

• 8–12 years of hands-on experience supervising building / industrial construction projects, with at least 3–5 years specifically on warehouse / industrial building construction.

• Demonstrated hands-on experience in the construction of large warehouses including pre-engineered building (PEB) erection – from anchor-bolt layout, primary steel erection, secondary framing and cladding to roofing and finishing.

• Track record of acting as the client’s engineer / intermediary between consultants and contractors on at least one warehouse / industrial project of 5,000 SqM or larger (the current 15,000 SqM project is the target reference).

• Strong technical knowledge of structural engineering (RCC, steel / PEB design intent), geotechnical considerations, concrete technology, site logistics and construction methods.

• Sound working knowledge of Tanzanian building codes, local authority submission / approval processes, ERB regulations, OSH and fire-safety requirements.

• Solid contract administration experience – interim valuations, variations, claims, extension of time, dispute handling and contractual correspondence.

• Proficient with MS Project / Primavera, AutoCAD (review-level), MS Office and project reporting.

• Strong communication, coordination and stakeholder-management skills; able to resolve technical disputes between consultant and contractor without escalating unnecessarily.

• Fluency in English and working knowledge of Swahili.
