Job Descriptions and Responsibilities
1. Operations & Project Management
• Plan, manage and oversee daily maintenanceservice operations such as High-Pressure Water
• Cleaning, Heat Exchanger Repair &Fabrication, Mechanical Decoking, Grit Blasting,
• Coating and Painting.
• Ensure projects are executed safely,efficiently, within budget and according to schedule.
• Manage multiple projects/sites simultaneouslysuch as Aster Bukom, Seraya, EM ,
• ARKEMA, NESTE, MITSUBISHI, INF etc.
• Coordinate manpower, equipment, materials andsubcontractors.
• Laise with HR for
• Monitor project progress, productivity andresource utilisation.
• Resolve operational and technical issues tominimise delays and downtime.
• Ensure proper mobilisation and demobilisationof manpower and equipment.
• Ensure proper waste handling and controlaccording to NEA guideline.
• Ensure quality requirements are met for allactivities as per Quality Plans.
2. HSE & Compliance
• Maintain a strong safety culture across allmaintenance activities.
• Ensure compliance with company, client andstatutory HSE requirements.
• Conduct/participate in risk assessments, JSA,toolbox meetings and safety briefings.
• Ensure proper implementation of Permit-to-Workrequirements.
• Investigate incidents, near misses and unsafeconditions and implement corrective actions.
• Ensure all equipment is properly inspected,certified and maintained before use.
• Drive safety performance and continuousimprovement.
3. Manpower Management
• Plan manpower requirements based on projectworkload and shutdown/turnaround schedules.
• Manage supervisors, engineers, technicians,operators and general workers.
• Monitor manpower productivity, attendance andperformance.
• Identify training and competency requirements.
• Develop competent supervisors and operationalteams.
4. Equipment & AssetManagement
• Manage availability and utilisation ofmaintenance equipment.
• Plan preventive maintenance, inspection andcertification of equipment.
• Control equipment repair and maintenancecosts.
• Evaluate requirements for new equipment andrecommend capital investment where justified. Maintain proper records ofequipment condition, utilisation and maintenance history.
5. Commercial & FinancialManagement
· Prepare and review project budgets, quotationsand cost estimates.
· Monitor project revenue, cost andprofitability.
· Control manpower, equipment, material andsubcontractor costs.
· Identify additional scope and variationopportunities.
· Prepare commercial proposals for new servicesand equipment investment.
· Monitor monthly financial performance againstbudget/forecast.
· Identify opportunities to improve margins andoperational efficiency.
6.BusinessDevelopment & Client Management
• Maintain good working relationships with keyclients and plant maintenance teams.
• Understand client requirements and identifynew business opportunities.
• Participate in technical and commercialdiscussions with clients.
• Prepare proposals, presentations and technicalsubmissions.
• Develop opportunities for additional servicesand cross-selling.
• Support tendering and contract negotiations.
7.Planning& Shutdown& Turnaround Management
• Participate in turnaround and shutdownplanning.
• Develop manpower and equipment deploymentplans.
• Review work scopes, schedules, BQ andproductivity requirements.
• Ensure sufficient resources are availablebefore commencement.
• Monitor performance during turnaround andimplement recovery plans when required.
8.Quality& Continuous Improvement
• Ensure work is carried out according toapproved procedures, specifications and quality standards.
• Review job performance and identify areas forimprovement.
• Develop standard work procedures and bestpractices.
• Improve productivity through better equipment,technology and work methods.
• Conduct post-project reviews and capturelessons learned.
9.HR& Employee Management
• Liaise closely with HR on manpower-relatedmatters, including recruitment, worker deployment and employee administration.
• Coordinate and monitor worker training,competency development and certification requirements.
• Ensure workers attend mandatory safety,technical and skills training within the required timeframe.
• Work with HR to address worker welfare,accommodation, attendance and employee-related concerns.
• Review and approve attendance, overtime, leaveand timekeeping records through the company's time management system.
• Ensure timely submission and approvaloftimesheets and overtime claims.
• Support HR in handling employee performance,disciplinary and other personnel matters where required.
• Monitor manpower records and ensure compliancewith company policies and statutory requirements.
• Coordinate with HR and relevant departments onworker onboarding, transfer, off-boarding and other manpower movements.
