Core Scope of Responsibilities
Detailed Duties & Operational Tasks
1. Site Inspection & Hazard Identification
Daily Inspections: Conduct routine site walkthroughs to audit unsafe acts, unsafe conditions, housekeeping, and proper use of Personal Protective Equipment (PPE).
Hazard Reporting: Identify physical, chemical, mechanical, and electrical hazards; log non-conformances and initiate immediate corrective actions.
Equipment Verification: Check that machinery, scaffolds, lifting gear, and power tools carry valid inspection certificates and color-coded monthly inspection tags.
2. Operational Control & Work Permits
Permit-to-Work (PTW) Verification: Review and inspect high-risk activities prior to commencement, ensuring valid permits are issued for:
Hot work (welding, cutting)
Confined space entry
Working at height / Scaffolding
Lifting operations and heavy rigging
Excavation and trenching
Energy isolation (Lockout/Tagout – LOTO)
Toolbox Talks: Lead or supervise daily/weekly pre-shift safety briefings (Toolbox Meetings) to inform workers of specific hazards and required control measures for the day's tasks.
3. Training & Onboarding
Safety Induction: Conduct safety orientation for new workers, sub-contractors, and site visitors before granting site access.
Specialized Training: Coordinate localized toolbox briefings on specific topics (e.g., heat stress management, fall protection, chemical handling/SDS awareness).
4. Incident Prevention & Emergency Response
Emergency Preparedness: Maintain and inspect site emergency response infrastructure, including fire extinguishers, first aid kits, emergency eyewash stations, and assembly points.
Drill Coordination: Participate in or organize periodic evacuation and emergency response drills.
First Response: Serve as a key responder during on-site incidents or medical emergencies.
5. Investigation, Documentation & Compliance
Incident Reporting: Assist in the immediate notification, initial investigation, and root-cause analysis (RCA) of near-misses, dangerous occurrences, and accidents.
Record Keeping: Maintain site safety logs, inspection checklists, PTW registers, injury logs, and corrective action tracking lists.
Audit Preparation: Assist safety managers during external regulatory inspections (e.g., Ministry of Manpower / OSHA audits) and ISO/OHSAS compliance audits.
