Job Description: Senior Finance & Admin Executive

Purpose of Role

To manage the organisation’s finance functions,ensuringoperational efficiency, compliance with statutory requirements, andadherenceto governance standards that support Clarity Singapore’s mission.

Detailed Key Responsibilities: Finance Function

1. Maintain Accurate Financial Records, Ledgers,andReconciliations

  • Perform day-to-day bookkeeping, accounts payable (AP), and accounts receivable (AR) processing in compliance with internal controls.
  • Perform monthly bank reconciliations, petty cash reconciliations, and inter-company/fund account balancing.
  • Ensure proper classification of income and expenses across restricted, unrestricted, and designated funds.
  • Maintain fixed asset registers and oversee monthly depreciation calculations.

2. Prepare Monthly, Quarterly, and AnnualFinancialReports

  • Draft timely and accurate monthly management accounts (Profit & Loss, Balance Sheet, Cash Flow Statement) for leadership review.
  • Prepare quarterly financial performance decks and variance analyses for presentation to the Board of Directors and Finance Committee.
  • Compile year-end financial statements and closing packs ready for external annual audit.
  • Analyze financial trends and highlight potential cost overruns or budget deficits to management early.

3. Oversee Budgeting, Forecasting, and CashFlowManagement

  • Drive the annual budgeting exercise across all organizational departments and programs.
  • Monitor monthly operational expenditure against approved annual budgets and investigate significant variances.
  • Manage liquidity and prepare rolling cash flow forecasts to guarantee operational continuity and working capital needs.
  • Implement effective treasury management strategies (e.g., managing fixed deposits or reserve accounts) in line with approved investment policies.

4. Manage Grant Disbursements, Donor Funds, andProjectAccounting

  • Track and monitor restricted funds, government grants, and donor contributions to ensure 100% compliance with funding conditions.
  • Prepare financial acquittals, claims, and utilization reports required by grantors and funding bodies.
  • Maintain dedicated project accounting ledgers for specific community programs, donor campaigns, and events.
  • Ensure clear audit trails for every disbursement drawn from restricted or designated accounts.

5. Liaise with External Stakeholders

  • Act as the primary point of contact for external auditors during annual financial audits, facilitating sample testing and query resolution.
  • Manage relationships with banking institutions, merchant providers, and corporate corporate services suppliers.
  • Coordinate with corporate tax agents and external advisors regarding statutory filings and tax queries (e.g., GST or tax-deductible donation reporting).

6. Ensure Compliance with SFRS and CharitiesAccountingStandards (CAS)

  • Ensure all financial accounting practices strictly adhere to the Charities Accounting Standard (CAS) or Singapore Financial Reporting Standards (SFRS).
  • Maintain accurate accounting records for Tax Deductible Receipts (TDRs) issued to donors and submit required returns to the Inland Revenue Authority of Singapore (IRAS).
  • Continually review internal accounting policies and financial controls to align with changing accounting standards for Institutions of a Public Character (IPCs).

7. Ensure Adherence to Statutory Laws andGovernanceStandards

  • Enforce strict compliance with the Charities Act, Governance Code for Charities and IPCs, and the Personal Data Protection Act (PDPA) across all financial transactions and donor data handling.
  • Ensure timely submission of annual returns, financial statements, and governance evaluation checklists via the Charities Portal.
  • Maintain strong internal risk management standards and anti-money laundering (AML) / counter-financing of terrorism controls for financial transactions.

Qualifications & Skills

  • Degree/Diploma in Accounting, Finance, HR, or related field.
  • At least 3–5 years of relevant experience in finance and HR administration, preferably in non‑profit or social service sector.
  • Strong knowledge of Singapore statutory and regulatory requirements (SFRS, Employment Act, PDPA, Charities Act).
  • Proficiency in accounting software (e.g., QuickBooks, Xero) and HR systems.
  • Excellent organisational, analytical, and communication skills.
  • Integrity, discretion, and commitment to Clarity Singapore’s mission.
