Software and Applications Manager – Banking Regulatory Technology

Job Summary

We are seeking an experienced Software and Applications Manager to lead banking application development and regulatory reporting projects. You will manage technical teams, drive SDLC activities, and collaborate with stakeholders to deliver compliant, secure, and high-quality solutions.

Responsibilities

  • Lead software application development, enhancement, and implementation projects to meet business and regulatory needs
  • Manage technical teams by providing solution architecture and technical guidance to ensure effective delivery
  • Collaborate with business and technology stakeholders to translate requirements into scalable technical solutions
  • Support regulatory reporting applications, ensuring compliance with MAS and HKMA requirements
  • Oversee SDLC activities including requirements gathering, design, development, system integration testing (SIT), user acceptance testing (UAT), deployment, and production support
  • Lead data extraction, transformation, and integration using SQL Server, Oracle, SSIS, and Informatica to support reporting and analytics
  • Perform production incident analysis and root-cause investigations to resolve application issues promptly
  • Coordinate project releases, cutover activities, and maintain clear stakeholder communications to ensure smooth transitions
  • Ensure applications comply with security, quality, architecture, and development standards
  • Manage project risks, issues, timelines, and technical deliverables to achieve project objectives

Required competencies and certifications

  • 15+ years of experience in software/application development and technology delivery
  • Strong experience in Banking / Financial Services, with a focus on regulatory reporting
  • Hands-on expertise in C#, .NET Core, ASP.NET, Web API, and Python for application development
  • Proficient in SQL Server and Oracle database management and development
  • Skilled in SSIS, Informatica, ETL processes, and data integration techniques
  • Experience using Control-M, Jenkins, Git, and JIRA for automation, version control, and project tracking
  • Knowledge of Azure and AWS cloud technologies to support modern application environments
  • Familiarity with Agile/Scrum and Waterfall project methodologies for effective delivery management
  • Strong understanding of SDLC, application architecture, testing, and production support processes
  • Excellent stakeholder management and communication skills to engage cross-functional teams

Preferred competencies and qualifications

  • Experience with MAS/HKMA regulatory reporting (moved here as preferred because the JD states "highly preferred," not mandatory)
