Software / DevOps Engineer
Summary
Build and modernize digital services for Singapore's Ministry of Social and Family Development using Java/Kotlin, AWS/GCC, Docker, Kubernetes, and Terraform, spanning backend, frontend, CI/CD, and DevOps engineering.
Software / DevOps Engineer — Statutory Board
Industry:
Public Sector / Government
Job Type:
Permanent
Work Arrangement:
Hybrid
About the Role:
Join GovTech's Government Digital Transformation (GDT) team, forward-deployed to MSF — Singapore's lead ministry for social and family policies. You'll build, modernize and operate digital services that directly impact vulnerable individuals, families and communities.
We are hiring across:
Software Engineering (SWE), Quality Engineering (QA) and DevOps / Platform Engineering. Depending on the team, you may specialize in one area or work across the full engineering lifecycle.
You'll work on initiatives such as Case Central, ComLink+, the Social Service Coordination Centre and Early Childhood programs — in an environment that spans greenfield platforms and brownfield modernization.
What You'll Do:
- Design, build and maintain backend services, APIs, frontend applications and data pipelines
- Develop and automate tests, CI/CD pipelines and deployment infrastructure
- Work with cloud infrastructure (AWS/GCC), containers and IaC (Terraform/OpenTofu)
- Integrate systems across government agencies, schools, healthcare and social-service partners
- Improve observability, security controls and operational reliability
- Modernize legacy applications (Java, Kotlin, platform-based systems)
- Create reusable engineering capabilities for adoption across MSF teams
What We're Looking For -
Mindset:
- Takes ownership end-to-end: from requirements to production support
- Thinks in trade-offs (speed, security, cost, maintainability)
- Comfortable with ambiguity and pragmatic problem-solving
- Strong communicator with technical and non-technical stakeholders
- Cares deeply about code quality, testing, observability and security
Technical Skills:
(you don't need all — strong fundamentals matter most):
- Languages: Java, Kotlin, Python, TypeScript, Node.js, Go, C#
- Frontend: React / Next.js, Vue, Angular
- Data & APIs: REST, GraphQL, SQL/PostgreSQL/MySQL, NoSQL, ETL pipelines
- DevOps / Cloud: AWS, GCC, Docker, Kubernetes/EKS, ECS, Terraform/OpenTofu, GitLab CI/CD
- QA: Test automation, API testing, CI/CD integration, performance and security testing
- Other: Microservices, event-driven architectures, Git, code reviews
Nice-to-Have:
- Salesforce, OutSystems, Appian, Pega, Microsoft Dynamics, Databricks
- Platform modernisation or reusable framework experience
- GCC, Singpass/Corppass, SGTS exposure
- Government, regulated or sensitive-systems experience
Interview Process:
- Discussion of past projects and your specific contributions
- Coding / problem-solving and system design
- Cloud, infrastructure and security considerations
- Practical technical exercise for some roles (e.g., Terraform/OpenTofu infrastructure task)
- For senior candidates: independent decision-making, legacy constraints, building reusable capabilities
We care more about how you think and what you've built than memorized answers.
Why Join Us:
- Meaningful impact: Build technology that supports Singapore's most vulnerable
- Modern engineering: Work with cloud-native tools while solving real-world constraints
- Growth: Exposure to full-stack, platform and cross-agency integration work
- Culture: Ownership, pragmatism and engineering quality over buzzwords
All qualified applicants will receive consideration without regard to race, religion, gender or age.
