Sourcing & Contracts Analyst - IT
Summary
Manages IT procurement, tendering, and contract administration for technology systems and digital services, ensuring compliance with Qatar Government regulations and internal policies.
To support the IT Department in
managing sourcing, tendering, and contract administration activities for
technology systems, software, and digital services in alignment with Qatar
Government procurement laws and the Authority’s internal policies.
Requirements
KEY
RESPONSIBILITIES:
• Execute end-to-end IT procurement processes (RFP/RFQ
scoping, preparation, evaluation, and award) in compliance with State
procurement procedures.
• Conduct market analysis and cost benchmarking to support
competitive sourcing and vendor selection.
• Prepare, review, and administer IT-related contracts
including software licensing, cloud services, and implementation agreements.
• Ensure compliance with audit, governance, and
documentation standards as per Qatar Government requirements.
• Monitor vendor performance, contract renewals, and SLA
adherence; maintain contract registers and progress dashboards.
• Support digitalization of procurement workflows and
data-driven reporting.
MINIMUM
SKILLS & COMPETENCIES:
• Strong understanding of Qatar Government tendering and
procurement regulations.
• Knowledge of IT sourcing categories (software, cloud,
infrastructure, cybersecurity).
• Proficiency in ERP/e-Procurement systems (e.g., SAP,
Oracle or equivalent).
• Analytical, commercial, and stakeholder management
skills.
• Excellent documentation and communication capability.
EXPERIENCE
& QUALIFICATIONS:
• Minium 12 Years of Experience with relevance in
IT Procurement or Contract management within utilities, energy, or government
sectors in Qatar.
• Bachelor’s Degree in IT, Business Administration, or
Supply Chain Management (Master’s preferred).
• Familiarity with MOF/State Audit Bureau procedures and
government tender committee practices.
• Certifications such as CIPS, PMP, or ITIL preferred.
