• Aligning the policy & strategy with TE Global, BU Procurement, and Plant Operations
• Develop Competitive, Agile & Fast Response Supply Chain
• Find the right sourcing on Cost/Quality/Lead time/Delivery for new projects and transfer projects
• Drive sourcing KPIs: New project support and sourcing, Material Cost Productivity, Supply Base Optimization, Supplier quality performance, Supplier Delivery Performance, Lead time and Payment term reduction, Localization, and so on.
• Continual business improvement activities with functional team

Planning and Budgeting:
- Acknowledge the annual budget; document the annual Re-cost. Implement the purchasing operating budget and subordinate plan by commodity, develop budget achievement actions, and track suppliers' improvement performance to achieve commodity targets.
Policies and Procedures:
- Follow TE Global, BU, and Qingdao plant policies and procedures.
- Develop a competitive, Agile & Fast Response Supply Chain
- Find the right sourcing on Cost/Quality/Lead time/Delivery for new projects and transfer projects
Supplier Sourcing and Selection:
- Develop Competitive cost sources with the right quality/lead time to support new projects and transfer projects. Establish and maintain the existing supplier pool, conduct potential supplier surveys, organize on-site audits, submit SSU applications, create vendors in the system, process approvals to maintain vendor master, contract/agreement before business, make supplier performance assessments, and drive continual improvement with the functional team.
Pricing and Contracting:
- (i) Approach quotation and price negotiation results to ensure proper authorization control.
- (ii) Lead RFQ and terms negotiation, including E-Bidding, E-RFQ to suppliers, and other quotations.
- (iii) Organize supplier selection recommendations with the functional team and get alignment with the team.
- (iv) Approach contracts within the authorized amount to ensure the company's asset security.
Material Cost Productivity Drive:
- Search for cost-saving opportunities, generate savings projects, leverage cost reduction, including material purchase cost savings, supply chain optimization cost savings, TEBIT, PPV Control/analysis/forecast.
Other KPIs Drive:
- Search for improvement opportunities on Delivery/Quality/Lead time/Localization, generate projects, drive continual improvement activities with functional team's support
Supplier Relationship Management:
- Regular on-site supplier audit or visit;
- Review the qualified supplier/vendor list; and coordinate with QA/Material department to organize and lead the annual supplier meetings to improve supplier performance on quality/delivery and service.
- Support supplier defective disposal & claim requests.
Qualifications:
Education, Technical Qualification & Experience:
- Bachelor’s degree is required: Major in Engineering or Business Administration or related field is preferred.
- 5+ years of experience in the sourcing or procurement field; strong understanding of procurement/sourcing processes and supplier management.
- Fluent in spoken and written English

- Material Cost Productivity: year-over-year 4%+ of managed spend;
- Support Supplier Quality Performance: Below 1,000 ppm
- Support Supplier Delivery Performance: Above 98%
