Sr. Principal Technical Program Manager (Chief of Staff)
Description
About the business
Our vision is for Oracle employees to have a frictionless experience with the systems they use every day. Employees should find what they need easily and complete tasks quickly and reliably, with systems that work seamlessly together and provide useful AI assistance.
This year, our focus is to define what a good employee experience looks like, measure it, and improve it. We are removing confusing steps, repeated work, and delays, and bringing systems, process, and policy together to solve problems for employees.
About the role
As Sr. Principal Technical Program Manager (Chief of Staff), you will partner directly with the Group Vice President (GVP), Systems to turn the employee-systems strategy into results. You will serve as a trusted adviser and represent the GVP's voice and judgment with their direct reports and the broader leadership team. You will develop a deep understanding of the GVP's priorities and decision principles so you can advance the work confidently in their absence.
You will advise on priorities, lead complex initiatives across organizational boundaries, and build alignment through influence. In delegated forums, you will speak for the GVP, negotiate tradeoffs, and make selected commitments within agreed priorities and resource boundaries. Success requires strong executive communication, emotional intelligence, discretion, and calm judgment under pressure. This is an individual contributor role with no employee direct reports.
What you will do
· Represent the GVP in leadership and strategic prioritization forums. Articulate the GVP's intent, handle challenge thoughtfully, and make selected commitments on the GVP's behalf, including feature-priority decisions that improve employee experience. Escalate decisions that materially change agreed scope, resources, or direction.
· Serve as a trusted adviser, testing assumptions and framing options, risks, and recommendations. Raise difficult issues early and provide candid counsel while preserving trust and confidentiality.
· Translate the full employee-systems remit into an integrated set of priorities, delivery commitments, and measures. Work with the GVP and the GVP's direct reports to resolve competing demands and align dependencies across teams.
· Lead the rhythm of the business through strategic planning, leadership meetings, business reviews, and decision follow-through. Ensure forums produce clear decisions, accountable owners, and progress toward outcomes.
· Drive selected complex initiatives across business and technology organizations. Resolve barriers through influence, bring structure to ambiguous problems, and hold partners to agreed commitments.
· Amplify the GVP's vision through executive narratives, presentations, briefings, and written communications that reflect the GVP's voice. Tailor the message to the audience and make the decision or action needed clear.
· Partner with delivery leaders to measure improvements in employee effort, task completion, reliability, performance, and adoption. Use employee evidence and business data to recommend priorities and verify results.
· Advance simplification and AI-enabled transformation by identifying practical opportunities, challenging unnecessary complexity, and helping teams test and scale approaches with clear ownership and governance.
· Build trusted relationships with the GVP's direct reports and the broader leadership team. Surface concerns, anticipate friction, and help leaders reach decisions while maintaining alignment with the wider organization.
Success in the first year
· Turn strategy into an executable plan. Establish an aligned roadmap across the full remit, with clear priorities, owners, dependencies, and agreed measures. Use leadership reviews to resolve tradeoffs and keep delivery focused on the most important outcomes.
· Drive measurable employee improvements. Partner with delivery leaders to achieve and verify improvements in agreed priority journeys or services. Establish baselines and targets early, then show the change in employee effort, task success, reliability, or performance.
· Extend the GVP's leadership capacity. Earn the trust to represent the GVP's position and judgment with the GVP's direct reports and the broader leadership team. Keep decisions and selected commitments moving in the GVP's absence, with clear boundaries and timely follow-through.
What you will bring
· Demonstrated expertise in strategic operations, executive advisory work, or organizational transformation, with deep knowledge of industry practices and credibility advising senior leaders. Typically, 16+ years of relevant experience, or an equivalent combination of education and experience.
· A record of turning leadership priorities into measurable business outcomes and independently leading complex initiatives across functions and organizational boundaries.
· Exceptional executive communication skills, including the ability to absorb a leader's intent, write in their voice, and represent their position credibly in consequential discussions.
· Sound business judgment and comfort with ambiguity. You can assess incomplete information, make reasoned recommendations, and know when to act independently or seek direction.
· Strong emotional intelligence, discretion, and composure under pressure. You read the room, listen carefully, challenge constructively, and navigate sensitive relationships without losing focus on the outcome.
· The ability to build trust and lead through influence with senior stakeholders, resolve competing priorities, and sustain accountability without employee reporting authority.
· Experience as a Chief of Staff is highly preferred but not required. Candidates from business operations, transformation, consulting, or product and technology roles are welcome if they demonstrate the executive partnership and judgment this role requires. Direct employee-systems experience is not required. Prior Oracle application experience is highly desired.
