Sr Program Manager*** Hybrid in Horsham. PA

NewBe an early applicant

About Our Team

For over 50 years, LexisNexis Reed Technology has partnered with the U.S. Patent and Trademark Office (USPTO) to deliver secure, scalable, and high-quality patent data processing solutions. Our work transforms complex patent submissions into standardized, searchable outputs that power examiner workflows and public dissemination.

We operate in a highly regulated environment with strict security requirements, large-scale data volumes, and complex business rules. Our focus is on modernizing legacy workflows through automation, AI, and platform transformation to improve efficiency, accuracy, and cost effectiveness.

About the Role

We are seeking a Senior Program Manager to support strategic modernization initiatives across the government portfolio. This role will coordinate cross-functional efforts spanning product, engineering, operations, security, release management, and workflow modernization initiatives.

The ideal candidate is highly organized, operationally rigorous, technically curious, and fluent in modern AI productivity tools and workflows. This role will drive portfolio planning, roadmap execution, operational transformation initiatives, release management activities, and AI-enabled engineering programs.

You will maintain a portfolio-level view of priorities across the government portfolio, maintain single source of truth for portfolio health, collaborate with senior Engineering resources to resolve issues, and run structured program reviews with senior leadership. You will also manage projects through the product development lifecycle, coordinate stakeholders, track milestones and dependencies, identify risks, and help drive execution against operational and strategic objectives.

Conditions of Employment

  • You must be a U.S. citizen to apply for this position.
  • You must successfully pass a background investigation and achieve Public Trust security clearance.
  • Must be located near the Horsham, PA location for a hybrid onsite schedule.

Responsibilities

  • Own the program governance model across initiatives — cadences, decision rights, and escalation paths — maintaining a single source of truth for portfolio-level status, risks, and decisions for leadership.
  • Maintain a portfolio-level view of priorities across initiatives, ensuring resource allocation and sequencing decisions reflect strategic intent rather than individual project needs.
  • Manage all phases of assigned projects through the product development lifecycle.
  • Project-manage cross-functional teams across Market Vertical, Product Management, Engineering, Testing, Legal, Operations, Security, and Release Management.
  • Conduct stakeholder negotiations that span across portfolios, driving alignment on scope, sequencing, and trade-offs across numerous large, complex projects.
  • Negotiate with Engineering Resource Managers for project resources; request demand and review resource allocation for project, program, and/or portfolio.
  • Build development road maps and project schedules, and support roadmap planning, quarterly planning, and execution tracking activities.
  • Maintain ownership of and accountability for schedules, milestones, dependencies, risks, and delivery status.
  • Define key performance parameters and create regular variance reports to track progress.
  • Schedule and facilitate project review meetings and stakeholder updates.
  • Communicate program and project status — including schedule variances and mitigation options — to leadership and stakeholders.
  • Collaborate with senior Engineering resources and other project stakeholders to resolve issues and mitigate project impacts.
  • Support release coordination and operational rollout activities.
  • Perform data analysis relevant to project delivery and operational improvement initiatives.
  • Identify and make recommendations for improvement to existing processes, procedures, and operational workflows.
  • Leverage AI productivity tools and automation workflows to improve planning, reporting, documentation, and coordination.
  • Support initiatives involving AI-assisted engineering, workflow automation, and modernization efforts.

Requirements

  • 12+ years of IT project management, program management, or PMO experience.
  • Bachelor’s degree in technology, finance, business, or related field, or equivalent experience required.
  • Project governance certification (PMP, PRINCE2, Agile, or equivalent) required.
  • Strong project management, organizational, and stakeholder management skills.
  • Experience coordinating cross-functional delivery efforts in Agile environments.
  • Strong written and verbal communication skills.
  • Strong analytical and problem-solving capabilities.
  • Ability to manage multiple concurrent priorities in fast-paced environments.
  • Comfortable operating in ambiguous or evolving operational environments.
  • Strong proficiency with modern AI productivity tooling and AI-assisted workflows.
