Job Title: Senior QA/QC Engineer
Location: On-Site / Wadi Yemm, Egypt
Role Overview
Operating on behalf of the client within a high-profile Project Management Consultancy (PMC), the Senior QA/QC Engineer acts as the primary quality authority across heavy marine, coastal, and maritime civil packages. The scope encompasses breakwaters, blockwork/combi-wall quay walls, jetties, marine piling, capital dredging, and reclamation works. This position combines strategic governance with active offshore and shoreline surveillance to enforce marine engineering standards, approved specifications, and durability parameters from ground-improvement trials through final asset commissioning and handover.
Key Responsibilities
Quality Governance & Planning: Review, approve, and oversee implementation of contractor Project Quality Plans (PQPs), Inspection and Test Plans (ITPs), and Method Statements across all concurrent packages.
Site Surveillance & Inspection: Conduct regular, independent quality audits and physical inspections of civil, structural, MEP, and infrastructure works to enforce strict compliance with approved design drawings and code standards.
Contractor & Vendor Management: Supervise main contractors, subcontractors, and batching/fabrication plants; track compliance with approved Material Approval Requests (MARs) and pre-qualification criteria.
Quality Documentation Verification: Review, log, and sign off on Work Inspection Requests (WIRs), Material Inspection Requests (MIRs), Requests for Inspection (RFIs), and third-party laboratory calibration and test certificates.
Non-Conformance & CAPA Tracking: Issue and manage Non-Conformance Reports (NCRs), drive rigorous root-cause analyses, and oversee the implementation and close-out of Corrective and Preventive Action (CAPA) plans.
Testing & Laboratory Oversight: Witness and validate critical on-site and off-site testing regimes—including concrete, earthworks, asphalt, structural steel, and non-destructive testing (NDT)—in coordination with certified independent testing agencies.
Audit Execution: Schedule, conduct, and report on formal quality audits covering contractor operations and internal PMC procedures aligned with ISO 9001, ISO 14001, and ISO 45001 standards.
Reporting & Data Analytics: Compile executive-level weekly/monthly QA/QC dashboards, including defect trend analyses, recurring quality risk registers, and contractor KPI evaluations.
Final Handover & Dossier Compilation: Manage the verification and assembly of final quality dossiers, inspection punch lists, as-built records, and operation and maintenance (O&M) manuals to ensure seamless client handover.
